The 22nd meeting of the Council comes on the back of promises made by Prime Minister Narendra Modi on Wednesday (4th Oct, 2017) that the government was committed to removing the glitches and bottlenecks of the GST regime. Accordingly the GST Council, in its 22nd Meeting which was held on 6th Oct, 2017 in the national capital under Chairmanship of the Union Minister of Finance and Corporate Affairs, Shri Arun Jaitley has recommended the following facilitative changes to ease the burden of compliance on small and medium businesses:

22nd GST council meeting took major decisions relating to procedural aspects of exports and also relating to SME whose aggregate turnover is upto Rs. 1.5 Crore. 1. The notable one was increasing the limit to 1 Crore for availing composition scheme. 2. For SME switching from monthly return to quarterly return. 3. Exemption from registration to small service providers whose aggregate turnover is upto Rs. 20 Lakhs. 4. Deletion of section 9(4) till 31-3-2018. 5. Non payment of GST on advances for SME. The composition scheme shall be made available to taxpayers having annual aggregate turnover of up to Rs. 1 crore as compared to the current turnover threshold of Rs. 75 lacs. This threshold of turnover for special category States, except Jammu & Kashmir and Uttarakhand, shall be increased to Rs. 75 lacs from Rs. 50 lacs.
