In pursuance of the recommendations of the Committee on Public Procurement headed by Shri Vinod Dhall and the decisions thereon of the Group of Ministers constituted to consider measures to tackle corruption and ensure transparency, the Department of Expenditure, Ministry of Finance has on 30th November 2011, issued instructions for setting up a Central Public Procurement Portal and making it mandatory for all Ministries/ Departments of the Central Government, Central Public Sector Enterprises (CPSEs) and autonomous and statutory bodies to publish all their tender enquiries on this portal.

Tourist Visa on Arrival for Citizens of Eleven Countries The Government of India has provided Tourist Visa on Arrival (TVOA) facility for the citizens of 11 countries viz. Japan, Singapore, Finland, Luxembourg, New Zealand, Cambodia, Laos, Vietnam, Philippines, Myanmar and Indonesia for promotion of tourism in the country. 16289 nationals of above mentioned countries availed the TVOA facility upto October, 2011.

EXPORTS (including re-exports) India’s exports during October, 2011 were valued at US$ 19869.97 million (Rs.97875.32 crore) which was 10.82 per cent higher in Dollar terms (22.92 per cent higher in Rupee terms) than the level of US$ 17929.64 million (Rs. 79626.77) during October, 2010. Cumulative value of exports for the period April-October 2011 -12 was US$ 179777.23 million (Rs 820679.43 crore) as against US$ 123170.46 million (Rs.564313.87 crore) registering a growth of 45.96 per cent in Dollar terms and 45.43 per cent in Rupee terms over the same period last year.

Dropping lock-in period for FDI in Cosntruction

As per extant Direct Investment (FDI) policy, as contained in ‘Circular 2 of 2011-Consolidated FDI Policy’, FDI, upto 100% is allowed under the automatic route, in ‘Construction development: Township, Housing Built-up infrastructure’, subject to compliance with the conditions of minimum area, minimum capitalization, lock-in period etc. These conditionalties are not applicable to FDI in Hotels & Tourism, Hospitals, Special Economic Zones (SEZs), Education Sector, Old age Homes and investment by NRIs. This dispensation has been extended to the ‘Education Sector’ and ‘Old age Homes’ effective from 01.01.2011.

Govt issues Draft Public Procurement Bill, 2011(Dated 29th November, 2011)

Currently there is no overarching legislation governing public procurement by the Central Government and Central Public Sector Enterprises (CPSEs). The General Financial Rules, 2005 govern procurements made by the Central Government. Some Ministries/ Departments have specific procedures/ Manuals to supplement these Rules. Procurements by CPSEs are governed by their own Manuals/ Procedures.
