In continuation of this Ministry’s Circular No. 2/2012, dated 1st March, 2012 on registration of companies or LLPs where one of their objects is to carry on the profession of Chartered Accountant, Company Secretary, Cost Accountant, Architect, etc.
It has been decided to allow ECB for low cost affordable housing projects as a permissible end-use,under the approval route. ECB can be availed of by developers/builders for low cost affordable housing projects. Housing Finance Companies (HFCs)/National Housing Bank (NHB) can also avail of ECB for financing prospective owners of low cost affordable housing units.
Accordingly, names of the above agencies are added at Serial No. 5 (Rajasthan) and Serial No. 15 (Tamil Nadu) of Appendix 4C (List of Agencies Authorized to issue Certificate of Origin – Non-Preferential) of Handbook of Procedures Vol.I (Appendices & Aayat Niryat Forms), 2009-2014.
Maharashtra State has introduced the DEEMED CONVEYANCE SCHEME FOR CO-OP. HSG SOCIETIES.This scheme will help societies in getting conveyance of the land in their name in a fast track manner. Scheme is starting from 15/12/2012 to 30/06/2013.One more scheme for Registration of societies is also starting wherein all unregistered societies can get registered.
The Central Provident Fund Commissioner has circulated Notification No. 7(1)2012/RCs Review Meeting/345 dated 30 November 2012 [read with No. 7(1)2012/RCs Review Meeting/ dated 5 December 2012] for streamlining and standardizing the assessment procedures under Section 7A of the Employees’ Provident Funds & Miscellaneous Provisions Act, 1952 (EPF Act), with a view to minimize the hardship on the employers.
The assessing officers undergo in-depth training on direct tax at the induction stage at National Academy of Direct Taxes, Nagpur (NADT) and the seven subordinate Direct Taxes Regional Training Institutes (DTRTIs) located across the country and on indirect tax at National Academy for Customs, Excise and Narcotics, Faridabad and its nine Regional Training Institutes located at Delhi, Mumbai, Kolkata, Chennai, Hyderabad, Bangalore, Vadodara, Patna and Kanpur. They also undergo various refresher courses conducted by NADT and DTRTIs from time to time.
i) Promoting e-filing of the returns for speedy processing ii) Issuance of refunds through Refund Banker iii) Centralized Processing Centre (CPC) at Bengaluru has been set up to process e-returns. iv) Through Citizens’ Charter and other press releases issued by the Department, tax payers are requested to carefully mention the relevant particulars in return of income.

The set top boxes are being supplied to the cable users by the cable operators on lease basis against refundable securities. It is reported that these operators are not paying VAT on these transactions terming the same as entrustment, thereby denying the state of its legitimate right to impose VAT on these transactions.
It has been decided that the all-in-cost ceiling as specified in A.P. (DIR Series) Circular No. 99 dated March 30, 2012 will continue to be applicable till March 31, 2013 and subject to review thereafter. All other aspects of ECB policy remain unchanged.
