The Council of the Institute of Chartered Accountants of India, at its 446th meeting held on 8 October 2025, approved revisions to the Council Directions governing Continuing Professional Education (CPE) Programmes, communicated on 8 January 2026. The revised framework caps Central Committee–organised CPE learning activities under the seminar category at a maximum of 60 hours per region in a Council year, spread across up to 10 seminars of at least three hours each, thereby discontinuing two-hour CPE programmes. The Chairman of the CPE Committee has been empowered to relax the hour limits on a case-by-case basis. For special days or occasions, committees may conduct additional CPE programmes beyond the prescribed limits, subject to prior budget approval and compliance with all norms. Further, the minimum duration of technical sessions has been reduced from 60 to 30 minutes for flagship, national, regional, international, and panel-based events, with revised faculty CPE hour allocation set at twice the session duration, subject to a minimum of one hour.

Change in Council Decision regarding “Revision in Council Directions related to CPE Programmes”

The Council at its 446th Council meeting held on 8th October, 2025 has approved the following revisions to the Council Directions related to Continuing Professional Education (CPE) Programmes :-

i. The Central Committee may organise maximum 60 hours (10 Seminars*6 hours per day) CPE Learning Activities under the category of Seminar (may be in the name of Seminar/Program/RRC or whatever name) in a Region in a Council Year irrespective of the number of CPE Seminars in a Region (i.e. 10 CPE Seminars/Programmes/ RRCs). Each seminar should be a minimum of 3 hrs CPE event. Accordingly, no 2-CPE hour programmes shall be organised by the Central Committee(s).

Further, the Committee authorised the Chairman, CPEC to relax above restriction with regards to number of allowed CPE hours to a Committee on case-to-case basis.

ii. Uniformity of decisions for celebrating Special Day/Occasion for the respective Committee(s) –

    • The Committees should be allowed to do as much programme as require for imparting CPE learning to Members on special occasions. Accordingly, the Chairman, CPEC had been authorised to take appropriate decision in such matters in future as and when requests received by the Committees for organising special occasion events over and above the allowed limit of 10 Seminars/total hours in a Region in a Council Year.
    • However, it was emphasised that it shall be the responsibility of the organising Committee to ensure that the budget for such additional events are duly approved by the Council. All other modalities and norms governing the conduct of CPE Programmes must be strictly adhered to in letter and spirit.

Further, with regard to Minimum duration of a technical session in CPE programmes, the Council decided to approve as under:-

1. The minimum duration of a technical session in CPE programmes may be reduced
from 60 minutes to 30 minutes
for ICAI Flagship events/International Conference/Panel Discussion/National Conference/Regional Conference only.

2. Allocation of CPE hours to the faculty of the above technical session may be revised to:

    • Twice the quantum of the duration of the technical session, subject to a minimum of 1 hour.
