CBDT highly appreciates & admires the hard work put in by one & all to lower the interest costs & minimize the grievances by prompt issue of around 4.4 lac refunds from April 01, 2011 to April 08, 2011. On the request of ITGOA received through its Delhi Representatives, namely Sh Baswanand & Sh Rajesh Menon, the date for issue of all refunds is extended to April 20 2011. Chairman,CBDT
CIT wise details of AY10-11 paper refund Returns entered into the system but not processed is given herein below. These lists, however, do not give the true and complete picture of pending refunds, as the Systems does not have any visibility of paper refund Returns not entered onto the system. On the basis of the statistics available for earlier years, CBDT estimates the said paper refund Returns not entered onto the system so far at around 8 lacs, a large number of which pertain to Mumbai & Delhi. Today April 03 morning, CCITs (CCA) of Mumbai & Delhi have been sensitized by the Chairman personally about the need to issue all refunds by April 10 2011. All officers, especially those posted at Delhi & Mumbai, are once again advised to rise to the occasion & issue all refunds by this date.
It is a matter of great anguish, desperation & dejection that despite repeated requests, reminders & alerts from the CBDT, we have failed in our commitment to issue all pending refunds of A.Y. 10-11 before the close of the year. What is even more discouraging is that towards the last week of March, a slew of our colleagues had stopped entering the paper refund Returns on the system under the belief that once they enter the refund Returns, refunds would come in the radar of the systems monitoring. Are CCITs / CITs aware of it?
Centralized Processing Center (CPC), Bangalore has been actively processing of returns for AY 2010-11. As on 01/4/2011 it has processed over 44.7 lakh e-filed returns of AY 2010-11 in all categories of ITRs including Corporate Returns and generated refunds in over 15.45 lakh cases. The Income Tax Department has now extended the last date for sending ITR Vs for AY 2010-11 to 31st July, 2011 or 120 days whichever is later.

Despite repeated appeals made to all the members of the income tax family, & despite the hard work put in by most of them, processing of refund cases is depressingly behind schedule. At the moment around 1.35 lac Returns are processed every day, out of which only 26% are refund cases. CBDT is conscious of the manpower constraints as also the huge pendency; it is accordingly advised that all refund Returns should be segregated, processed out of turn & all refunds of AY 09-10 & 10-11 be necessarily cleared by March 31 2011.
From the desk of Chairman,CBDT S.N. 23 /March 19 ,2011 . Our COMMITMENT to issue all refunds. CONFIDENT THAT THE FIELD DOES NOT WANT CBDT TO FAIL? Progress of issue of refunds is far below expectations. All officers are once again advised to necessarily issue all pending refunds of AYs 09-10 & 10-11 by March 28 2011. This is going to be one of the significant criterion’s in judging the performance of the CCITs & CITsduring the FY 10-11.
All the CCITs, including the CCITs (CCA), were advised by the Board on Feb 28 & again on March 05 11 to provide data regarding paper refund cases not yet entered on the system. The CBDT feels anguished that, except CCITs Nagpur, Ranchi, Panaji & Guwahati, no other CCIT has taken care to comply with the Board’s appeal.
In the last Video Conference as also through a Message from the Chairman’s Desk, all the CCITs were requested to personally monitor processing of Returns & expeditiously issue refunds. Still, out of around 61.4 lac Returns entered in the system but not yet processed, around 6.39 lac Returns have refund claims. All CCITs are once again advised to please ensure that all pending refunds are necessarily issued by March 15 2011. As no data is available with the Systems regarding refund returns received but still not entered, all the CCITs are requested to provide on or before Feb 28, 2011 details of such cases to DIT (Sys) – III , New Delhi at dit3.systems@incometaxindia.gov.in.
INSTRUCTION NO. 2/2011 The issue of processing of returns for Asst. year 2010-11 and giving credit for TDS has been considered by the Board. In order to clear the backlog of returns, the following decisions have been taken: (i) In all returns (ITR-1 to ITR-6), where the difference between the TDS claim and matching TDS amount reported in AS-26 data does not exceed Rs. 1 lac, the TDS claim may be accepted without verification.
