Most of the regions have done quite well. Few regions, especially Delhi, through meticulous planning & effective management of resources have done exceedingly well. However, few regions continue to lag behind. All the CCITs & CITs of these regions are once again advised to ensure to clear all refunds by April 20 2011.

This communication is an effective means of gearing up the department towards faster processing. These are cases filed in FY 2009-1010. Next lot of returns filed in FY 2010-2011 can be processed well in time by July 2011, so that in the later months, only current returns filed in FY 2011-2012 will be processed. It will ensure that returns filed upto February 2012 will be processed by 31-3-2012, and the rest by this time next year, wiping out the pendency for all time to come.
May be The Chairman will issue directions for issue of refunds in cases left out for any reason what so ever.
Well done.

Number wise cases in which refund has been processed are 46% and unprocessed are 54%
Amount wise cases in which refund has been processed are just 11.12% .
Average refunded per case is very low at Rs.54368/-
Average of refunds entered but not processed per case is very high at Rs.3,84,241/-
This shows that in fact refund have been processed and actually granted in cases where refund amount was lower and refunds of larger amounts have not been processed.
Market grapevine is that in many cases refunds have not been granted fully. Even amount of refund claimed which is duly supported by report in form 26AS have not been granted and refund of very lower amounts have been sent without giving any reason or intimation. Therefore, the tax payer is in dark as to how the amount of refund has been reduced substantially.
In case of Bangalore, Kolkata, Mumbai, Chennai, vishakhapatanam, Bhubneswar,Cochin, Shilong and many other places refund processed is very low below 3%. In case of Mumbai the position appears worst where refunds processed / granted is just a bit above a half percent (0.56%). Is it indicative of something wrong in financial due to higher TDS and forced collection of disputed dues.
There are many old refunds relating to AY 2006-07 onwards are pending. assessee never know the status of processing of such returns. Assessee feels helpless in such cases. He files letters but many times no reply is recd nor any refund. Assessee got the address changed in NSDL database but the department do not transfer pan according to database of nsdl. what is use of such change effected by NSDL. Need to be done something on it.
