Central Board of Indirect Taxes & Customs (CBIC) acknowledges the collective efforts of its officers in revenue collection as the financial year concludes. The Board expects the gross collection figures to reflect the proactive measures taken, particularly in March. It also reminds taxpayers of the March 31 deadline to avail of the amnesty under Section 128A of the CGST Act, 2017, and urges field formations to assist taxpayers in reducing litigation. A recent CBIC circular issued on March 27, 2025, clarifies various aspects of the amnesty provision.
Additionally, CBIC announces a partnership between the National Academy of Customs, Indirect Taxes & Narcotics (NACIN) and the Indian Maritime University (IMU) to establish a Marine Customs Training Centre at Palasamudram. This facility will integrate advanced enforcement training, including drone surveillance and simulators, to enhance maritime operations. The collaboration aims to build technical expertise and strengthen inter-agency cooperation in customs enforcement.
The Board also bids farewell to two senior officers, Ms. Seema Arora and Sh. Gaigongdin Panmei, from the 1989 batch, who retire after distinguished service. Their contributions are acknowledged with best wishes for their future. The letter concludes with Eid-ul-Fitr greetings to all officers and staff.

Dear Colleague,-
Revenue collection and good governance are two sides of the same coin; honest efforts lead to collection, and transparency builds trust.
As we conclude the financial year today, I would like to commend the relentless efforts of our field formations in augmenting revenue throughout the year. The past few weeks have witnessed concerted and proactive measures to ensure a positive revenue outcome in March, reflecting our collective commitment to meeting our goals. The gross collection figures, which will be available tomorrow, are expected to mirror the hard work and dedication demonstrated by all officers involved.
I am sure you are aware that today is also the last day to make payment and avail of the amnesty under Section 128A of the CGST Act, 2017. Last week, the Board also issued a Circular No. 248/05/2025-GST dated 27th March, 2025 to clarify various issues related to availment of benefit of Section 128A. The field formations may proactively support taxpayers wherever required, as availing this benefit will help reduce litigation – a win-win situation for both the taxpayers and the department.
NACIN has recently signed a Memorandum of Understanding (MoU) with the Indian Maritime University (IMU) at IMU HQ, Chennai. This collaboration brings together IMU’s academic and technical expertise with NACIN’s proficiency in enforcement training to establish a state-of-the-art Marine Customs Training Centre at Palasamudram. The Centre is equipped with advanced simulators and field training modules, and this strategic partnership will foster inter-agency collaboration, support a tech-integrated curriculum (including drone surveillance), and deliver cutting-edge maritime enforcement training of international standards.
Today, we bid farewell to two of our esteemed colleagues, Ms. Seema Arora and Sh. Gaigongdin Panmei, both from the 1989 batch, who are superannuating after distinguished and dedicated service to the department. As they embark on a new chapter of life, we extend our heartfelt wishes for their future endeavors and hope they continue to enjoy good health and happiness in the times to come. Their presence will be missed, but their legacy will always remain with us.
Greetings on Eid-ul-Fitr!
Yours sincerely,
(Sanjay Kumar Agarwal)
All Officers and Staff of the Central Board of Indirect Taxes 86 Customs.
