Notification No. S.O.714(E)-Income Tax In exercise of the powers conferred by sub-section (4) of section 139A of the Income-tax Act, 1961 (43 of 1961), the Board hereby specify the last date for the filing applications for allotment of Permanent Account Number under the new series as the 30th day of November, 1996, for assessment year 1996-97 in respect of every person who is required to file such an application.
Circular No. 251/85/96-CX In the Finance Act of 1996, definition of “place of removal” has been amended to included depot, consignments agent or any other place or premises from where the goods are sold by or on behalf of the assessee within its scope. However, time of removal for these other places of removal added in Section 4 shall be deemed to be the time at which such goods are cleared from the factory

Circular No. 248/82/96-CX I am directed to refer to notification No. 30/88-CE which prescribes concessional rate of duty of central excise of 10% for P or P medicaments falling under heading No. 30.03 of the Schedule to Central Excise Tariff and containing specified drugs given in the Annexure to the notification.
In the meeting held on September 18, 1996 at SEBI, where representative of all Stock Exchanges were present, the bad delivery cell procedures were finalized. It was unanimously agreed that bad-delivery cell at all Stock Exchanges would start functioning within one month.

Custodians shall adopt the Uniform Good/Bad Delivery Norms, including norms for rectification of bad deliveries through Bad Delivery Cell, framed by SEBI and circulated to all the stock exchanges, as amended from time to time.
The no delivery period observed by custodians should be in accordance with the norms specified by the relevant exchange.
Circular No. 246/80/96-CX I am directed to refer to erstwhile notification No. 75/94-CE dated 1.3.1984. Gases falling under Chapter 27, 28 or 29 produced in a factory and allowed to escape in the atmosphere by flare system or otherwise were exempt from excise duty vide S.No. 14 of the notification.
