In view of the COVID-19 pandemic, the Central Government has issued notifications exempting Basic Customs Duty and/or Health cess on imports of a number of COVID-19 related relief materials such as Remdesivir, its API, Diagnostic Markers, Medical Oxygen, Oxygen concentrators and other oxygen storage and transportation equipment, for a limited period.

It was decided that in all cases of covid related imports facilitated by Ministry of External Affairs and/ or imported by Indian Red Cross society, permissions/ licences/ authorizations required from other Government Department/Agencies prior to the clearance of goods, if any, would be deemed to have been given. In other words, such cases need not be referred to those agencies or the requirement may be suitably waived.

Chief Commissioner, Mumbai — III Customs Zone, has issued a Public Notice containing a template for stakeholders seeking urgent clearances of Covid-related imported goods. This would simplify and help monitor the clearance process of such essential imports which are in compliance with specified standards, etc., as may be applicable. The said chart has been incorporated on the CBIC website by DG Systems. Trade should make use of this facility where needed.

Implementation of PMT-03 to re-credit the ITC sanctioned as refund

he PMT-03 functionality available at present in the online refund module is only for re-crediting of the rejected amount that has been debited at the time of filing of refunds. In order to enable the operationalisation of re-crediting of ITC sanctioned as refund towards tax wrongly paid or paid in excess by debiting the credit ledger, a new enhanced PMT-03 functionality has been developed and deployed in the system.

Customs field formations regularly make seizure/ commercial fraud cases. These cases are later on reported on a periodic basis on the DDM portal, though at times with delay and also informed through UO notes in important cases. Many of the cases made by the DRI/ Customs involve not only big seizures of prohibited goods or commercial frauds but at times assume larger importance due to involvement of foreign nationals, prominent persons, leading business houses or any other sensitive issue.
