Income Tax Refund cheque issued by CPC Bangalore Returned undelivered or not been credited due to wrong account info, expired cheque etc?

Now days Assessee who file their Income tax Return online gets their refund cheque issued by CPC Bangalore. Refunds are issued by two modes:-

1. By crediting the refund amount in Assessee’s bank account if the Assessee has correctly mentioned his bank details in Income tax Return Filed by him.

2. By sending Income Tax Refund Cheque if Assessee failed to submit or correctly mention his bank account details in Income tax Return filed by him.

In case of Physical cheques there may be chances that after filing of Income tax Return Assessee has moved to new address and his Income tax Refund cheque issued by CPC Bangalore returned back for non-delivery.  There may also be a chance that although address is not changed but Assessee could not receive the refund order as no one was there on the day when cheque was delivered or Refund cheque returned undelivered by the postal department as the house was locked.

Further in case Assessee has applied for ECS but has entered wrong account details or account of which details been entered is closed and ECS to such account been failed.

Tax Refund

In such cases one question arises what Assessee should do to request reissue of Refund cheque or how to request Credit of that account in his bank account and how to intimate the change in address?

Procedure to apply for refund – reissue 

Steps

Particulars

Step 1

Logon to ‘e-Filing’ Portal www.incometaxindiaefiling.gov.in
Step 2 Click on ‘My Account’ menu and click ‘Service Request’ link.
Step 3

Select the ‘Request Type’ as ‘New Request’ and Select the ‘Request Category’ as ‘Refund Reissue’. Click ‘Submit’.

Step 4

Details such as PAN, Return Type, Assessment Year (A.Y), Acknowledgement No, Communication Reference Number, Reason for Refund Failure and Response are displayed.

Step 5

Click ‘Submit’ hyperlink located under ‘Response’ column. All the prevalidated bank accounts with status validated/validated and EVC enabled will be displayed.

Step 6

Select the bank account to which the tax refund is to be credited and click ‘Continue’. Details such as Bank Account Number, IFSC, Bank Name and Account Type are displayed for the taxpayer to cross verify the same.

Note : If the taxpayer doesnot have any Prevalidated bank accounts, then the taxpayer is directed to Prevalidate bank account Screen. In this screen the tax payer should enter all relevant details of the bank account where he intends receive refund and click on ‘Prevalidate’ button to proceed with the request submission. After this Account is pre-validated by the concerned bank, the bank account will be automatically considered for refund re-issue. This account will now be displayed under Pre-validated bank accounts in the e-Filing portal.

In case the prevalidation of account fails, then the same will be communicated to the taxpayer by CPC. The taxpayer is required to resubmit the request for refund re-issue/prevalidation of bank account.

Step 7 Click ‘OK’ in popup if the details are correct and the options for e-Verification appears in the dialogue box. Choose the appropriate mode of e-Verification, Generate and enter Electronic Verification Code (EVC)/Aadhaar OTP as applicable to proceed with the request submission.

Note:
If Digital Signature Certificate (DSC) is registered in the profile, generate the signature file by downloading the ‘DSC Management Utility’ and upload the same to proceed with the submission.

Step 8

A success message will be displayed confirming the Refund Re-issue request submission.

View Refund/ Demand Status

To view Refund/ Demand Status, please follow the below steps:

Step 1 Login to e-Filing website with User ID, Password, Date of Birth / Date of Incorporation and Captcha.

Step 2 Go to the ‘My Account’ ⇒ Click ‘Service Request’ ⇒ Select the ‘Request Type’ as ‘View Request’ and Select the ‘Request Category’ as ‘Refund Reissue’

Step 3 Click ‘Submit’

    Expired Cheque – Refund voucher cancelled. The refund voucher was not deposited for encashment within 90 days from the date of issue. Contact your assessing officer for fresh release of refund.

    After several complaint to cpc, sbi, local ward office my refund cheque is yet pending for re-issue from Income tax department and all are careless about my refund cheque.

    After one month it is showing that the ‘INCORRECT A/C NO REFUND VOUCHER CANCELLED’ contact your assessing officer ‘FOR MODIFICATION OF ACCOUNT NUMBER’ Freesh release of refund
    Also as per custmer care of sbi/cpc ,I am sending my original refund check to both office along with my account detail & cancelled ckeck but still i did’t get any reply from SBI-Mumbai & as well as CPC Bangalore.
    The cpc or the ward office or the sbi all are careless about my refund and all are harassing to me for the refund cheque.
    Please arrange for reissue the refund cheque under pan no. Auspd4974a.
    I shall be please if you take necessary action against such harassment.and for arrange my refund cheque.

    After one year it is showing that the expired cheque refund coucher cancelled the refund voucher was not deposited for encashment witnin 90 days from the date of issue contact your assessing officer for reesh release of refund dated 26.10.2010

    Please arrange for reissue the refund cheque under pan no. AFLPP3579B.

    reissued my income tax refund voucher, my income tax return filing assessment year 2009 – 2010, return submitted dated 15.12.2009, acknowledgement no. 5111005453, and Income tax Department issued a refund voucher no.611984 on 15,03,2011, but unfortunately the captioned Refund voucher (MICR cheque) bears my Savings Bank Account no. 437010003796 instead of 4370100037961.

    One point not clear in what I have written above is that I am from Mumbai and the JC is from Delhi. The person who will can locate the cheque number from the “caging number” also does not agree with the indemnity bond procedure and there was some discussion that this procedure was not being followed in Mumbai. This procedure is so wrong. My refund is a paltry sum as I am a salaried employee with TDS that was deducted in excess in error. However, there could be others whose refunds are greater sums and after receiving a refund, they can still go and provide indemnity bond and get double refund. No one will ever come to know because the loop is open on the IT system. It does not show refund payments and date the cheque was honoured in their system. Even normal businesses have this information. Are they not even doing a bank reconciliation monthly?

    Thank you for this information.
    The dept has not given me refund for the FY 2007-08 as yet. I have been following up regularly in person. They say it is the bank that has to send the refund and as per them it has been processed. They also say that the cheque must have been sent already. However –

    1) They are not able to locate the cheque number on their system easily. 2) They have to locate the physical return and find the “caging number” and with this help they can locate the cheque no. but they do now want to locate the physical return. I have spoken to everyone including JC. There are at the most 1000 retunrs for that year under my alphabet. I have personally seen the cupboard where it is kept. I have offered to search for it but they dont want me to do it either. JC wants me to give an indemnity bond that I have not received the cheque. But this means atleast Rs200 out of pocket for me to get bond paper and notarised etc and the additional hassle. It seems this is how they do all refunds in Delhi. No cheques are sent out and when the person comes inquiring for the cheque, they ask for indemnity bond and then print out a cheque. I wonder how this method is acceptable to auditors.
    3) I have provided my bank details on the return and asked for direct credit to the account. However they are still sending cheques and blaming SBI for this.
    4) I have not changed my residence since 2004 but my PAN card had the original address when it was made. I have received other refunds and sec143 order at my present address. I always write the present address on the tax return. Why then should the dept ask for PAN card address updation in a separate form. Why do they not update it from the return themselves? Why create more paper work for tax payers?

    A small correction needs to be done– Change in address for PAN needs to be done by filing  Form 49A and not Form 49 B. As Form 49B is used for TAN application and not PAN.

    In my case there was no mistake in the address. Actuallu the Cheque was never forwarded despite repeated requests of even the A>O> In such cases what is the remedy?

    Form V has been sent to Bangalore on the address given mentioning Post Bag No 1 but the response says that no return received. on a contact it is learnt that post bag No 1 should not be mentioned. If it is so necessary corrections be made on the address given by you on your website.
