The Legal Metrology Division of the Department of Consumer Affairs has clarified several points regarding declarations on packaged commodities, specifically footwear, and the applicability of certain rules. For footwear sold in a box, it is sufficient to include all required declarations under the Legal Metrology (Packaged Commodities) Rules, 2011, solely on the box or an affixed label, as long as they are clear. If footwear is sold without a box, declarations should be made directly on the item using a tag, sticker, or other visible means for consumer benefit. Regarding the retail sale price declaration, both the symbol “₹” and the abbreviation “Rs.” are acceptable. Furthermore, Section 22 of the Legal Metrology Act, 2009, which pertains to the approval of models for weights and measures, is applicable only to items listed in the Legal Metrology (General) Rules, 2011. Currently, ‘Feeler Gauges’ are not included in these rules, meaning Section 22 does not apply to them.

Answer: In the absence of a box, the declarations may be made on the footwear using a tag or sticker or by other means in the interest of consumers.

Answer: The declaration of retail sale price under the Legal Metrology (Packaged Commodities) Rules, 2011 may be made either with the symbol “r or with the words “Rs.”.

Question No. 4: Whether Section 22 of the Legal Metrology Act, 2009 is applicable on Feeler Gauges.

Answer: Section 22 of the Legal Metrology Act, 2009 provides for approval of models of weights & measures and weighing & measuring instruments manufactured or imported in India. Section 22 is applicable for the Weights and Measures which are listed in the Legal Metrology (General) Rules, 2011. The ‘Feeler Gauges’ are presently not covered under the Legal Metrology (General) Rules, 2011.
