For units inside the Zone, the powers under the Industrial Disputes Act and other related Acts would be delegated to the Development Commissioner or to an officer of the State Government posted exclusively for the Zone and the Zone will be declared as a public utility service under Industrial Disputes Act.
In exercise of powers conferred under paragraph 4.11 of the Export and Import Policy, 1997-2002, as notified in the Gazette of India extraordinary, Director General of Foreign Trade hereby makes the following amendments in the Handbook of Procedures (Vol.I) (RE-2000), 1997-2002.
Import consignments of above mentioned seconds/defectives of steel items shall be accompanied by a pre shipment certificate regarding description of material, material quality, chemical analysis of the material, visual inspection, thickness and width of material and the ITC (HS) Code No. from any of the inspection agency as specified in Appendix 32A of the Hand Book of Procedures, Vol..I ,1997-2002, as amended from time to time .
The Rupee amount rounded off to the nearest one rupee as intimated by Aid Accounts & Audit Division, Department of Economics Affairs should be deposited with interest as applicable, to the account of CAA&A, DEA, Ministry of Finance with the RBI, New Delhi or State Bank of India, Tis Hazari, Delhi through Challan and a copy of receipted challan should be sent to the Aid Accounts and Audit Division, Ministry of Finance, Department of Economic Affairs, ‘B’ Wing, Vth Floor, Janpath Bhavan, New Delhi-110 001.
Attention is invited to Paragraph 4.11. of the Export and Import Policy 1997-2002, as amended and Paragraphs 7.8 and 7.10 of the Handbook of Procedures, Vol.1, 1997-2002, as amended and also to the Handbook of Procedures, Vol.2, 1997-2002, as amended from time to time.

Products approved for manufacture in and export or trading from the respective free Trade Zones/Export Processing Zones/Special Economic Zones and Export Oriented Units, except textile item covered by bilateral agreements, exports to Rupee Payment countries under the Annual Trade Protocol and Exports against payment in Indian Rupees to former Rupee payment countries.
The import of components shall be permitted on net to net basis with accountability clause and the type, technical specifications (including part No., if any), etc., of the components sought for import should conform to those utilised in the manufacture of the resultant product, which should be reflected in the export documents (shipping bills) also.
