Indian Rupee Value of the special currency Basket for the purposes of deferred payments contracts entered into under the Deferred payments protocol dated the 30th April, 1981 for the period l.l.81 to 31.12.85 and the Deferred payments protocol dated 23rd December, 1985 for the period l.l.1986 to 31.12.90 between the Government of India and the USSR relating to the deliveries of machinery and equipment from the USSR to India on deferred payment terms.
In cases where import of fuel has been sought for the grant of Advance Licence (excluding applications for adhoc norms and those under para 4.7 of Handbook ) , the applicant would be required to submit the following additional documents.
Debonding of capital goods imported as second hand shall not be allowed under EPCG Scheme. In respect of second hand capital goods which are less than 10 years old on date of import, debonding may be allowed, on payment of applicable duties, after 2 years from the date of import . In addition, where the second hand capital goods are more than 10 years old, debonding may be allowed only against an import licence and payment of applicable dutieSr.

The DGFT issues amendments to the Export-Import Policy 2002-2007, updating norms for chemicals, engineering products, and food items as per Public Notice No. 15.
However, since exemption from SAD in respect of exports made under the DEPB scheme prior to 1.4.2002 is available under Customs notification 34/97 dated 7.4.97 read with relevant provisions of the Exim Policy, 1997-2002 and Handbook of Procedure (Vol.1), 1997-2002, DEPBs would be required to be issued under the above referred Policy and Handbook of Procedure (Vol.1) 1997-2002. As the DEPB software has already been modified in line with the changes in the Exim Policy, 2002-2007 and Handbook of Procedure (Vol.1), 2002-07, the following decisions have been taken.
In exercise of the powers conferred under paragraph 2.4 of the Export and Import Policy 2002-2007, the Director General of Foreign Trade hereby makes the following additions in the handbook of Procedures, Vol-2, 2002-2007 as amended.
However in the case of loss of DEPB not involving either the Customs or the Licencing Authorities, the duplicate DEPB issued would have a validity equivalent to the balance period of validity of the original DEPB on the date of application for the duplicate DEPB.
Public Notice No. 11/2002-07 updates DEPB rates, adds new entries, and corrects existing ones for various chemical and plastic products.
In the statement of Standard Input Output Norms as contained in the Handbook of Procedures, Vol.2, 2002-2007, as amended, amendments/ corrections/ deletions at appropriate places as mentioned in Annexure “A” to this Public Notice shall be made.
