The state is home to over 90 lakh registered MSMEs and has implemented a series of well-funded, actively running subsidy and support schemes under multiple state policies.

4. UP MSME Promotion Policy 2022 — Detailed Guide

The Uttar Pradesh Micro, Small & Medium Enterprises Promotion Policy 2022 (notified by the State Government) is the cornerstone of MSME support in UP. It is valid for 5 years (2022–2027) and provides capital subsidy, interest subsidy, stamp duty exemptions, and quality certification reimbursements to new and expanding MSMEs across the state.

4.1 Capital Subsidy

Capital subsidy is available on Fixed Capital Investment (FCI), which includes investment in land (up to 10% of FCI), building, plant, and machinery. It is provided in 2 equal instalments:

  • 1st Instalment: After completion of building/civil construction
  • 2nd Instalment: After at least 50% commercial production begins

Important: SC/ST and Women entrepreneurs are eligible for 2% additional capital subsidy over and above the above rates in all regions. The maximum cap of Rs. 4 crore is per project. Land cost can be included in FCI up to a maximum of 10% of total FCI.

4.2 Interest Subsidy

  • Eligible: ONLY Micro enterprises (Small and Medium NOT eligible for interest subsidy)
  • Rate: 50% of annual interest on term loan (60% for SC/ST and Women entrepreneurs)
  • Duration: 5 years (payable annually)
  • Ceiling: Rs. 25 lakh per unit per year
  • Infrastructure (MSME Parks/Estates): 50% interest subsidy for 7 years; Max Rs. 2 crore per year

4.3 Stamp Duty Exemption

5. One District One Product (ODOP) Programme — UP

5.1 Overview

The One District One Product (ODOP) Programme was launched by the UP Government on 24 January 2018 — before it was adopted nationally by the Government of India. The programme identifies one unique/traditional product per district across all 75 districts of UP and builds an entire support ecosystem around it. ODOP 2.0 Policy has been notified for FY 2025-26 with enhanced budgets for branding, packaging, marketing, quality improvement, and second loan facilities for successful first-phase entrepreneurs.

Agra Focus: Agra’s ODOP product is Leather Footwear — one of UP’s largest export clusters. Artisans, manufacturers, and traders in the leather footwear sector in Agra qualify for ODOP margin money, CFC, MDA, and export promotion benefits. The Petha (sweet) industry also qualifies. ODOP applications for Agra are processed at the DIC, Agra office.

6. Vishwakarma Schemes — State and Central

6.1 Vishwakarma Shram Samman Yojana (UP State Scheme)

Launched by the UP Government to support traditional artisans and craftspeople across the state. This is a purely State Government scheme separate from the Central PM Vishwakarma Yojana.

  • Training: 6-day free skill training at government-recognized institutions; Trade-specific modern skills
  • Toolkit: Modern trade-specific toolkit provided free of cost after training
  • Loan: Rs. 10,000 to Rs. 10 lakh — collateral-free; No guarantor required

7. UP Textile & Garmenting Policy 2022

The UP Textile & Garmenting Policy 2022 is a separate, sector-specific policy designed to attract Rs. 10,000 crore investment and generate 5 lakh employment in the textile, garment, and handloom sector. It operates alongside the UP MSME Policy 2022 and units can benefit from both.

  • Capital Subsidy: 25% on plant & machinery (min. 50 employees); +10% additional for Poorvanchal/Bundelkhand; Max Rs. 100 crore per unit

8. PM Employment Generation Programme (PMEGP) — Running in UP

PMEGP is the flagship Central Government credit-linked capital subsidy scheme, implemented in UP through KVIC (Khadi and Village Industries Commission), State KVIB Directorate, and District Industries Centres (DICs).
