As your are aware the Customs data of manual Ports is not available in digitalized from for reporting, policy/decision making or statistical purposes. A need for digitalization of manual customs data for statistical, analytical or policy making requirements has been felt.Therefore, it has been decided to capture important fields of post clearance customs data (Bills of Entry and Shipping Bills) through a software utility and creation of a Central Database at DG, Systems in addition to the trade data requirements of other Govt. departments. Directorate General of Systems. ICEGATE, New Delhi has developed the Utility (Data Integrator v. 1.0) which is placed at URL www.icegate.gov.in/utility of ICEGATE website along with User Manual and Advisory of Data Integrator.
To maintain sanctity and accuracy of data, it has been decided that a simple user management approach shall be followed. The software (Utility) shall have a Product Registration Key for its activation after download. An officer of the rank of Assistant Commissioner/Dy. Commissioner may be appointed as Administrator of the utility, who will download and install the utility on a pre-decided system with internet connectivity for offline data feeding and online data transmission to the agencies concerned. A directory of Administrators shall be maintained by the office of Directorate General of System for proper assistance and monitoring. Administrators shall obtain the Product Key from an officer of ICEGATE authorized for maintaining user directory after provide details in the format as specified in the Advisory.
The Administrator of Data Integrator v. 1.0 shall be responsible for installation, roll mapping of other officers, proper data entry and modifications wherever required and transmitting data to DGCI&S, DGOV and DG, System. The Administrator shall also ensure credibility and accuracy of data through the officers appointed for data entry and verification.
In this utility, three roles are assigned for data entry, data verification and data modification in the from of Make, Checker and Modifier. These roles are to be allocated by the Administrator ensuring 100% post clearance data (BE/SB) entry, accuracy and timely submission to the agencies specified in the letter. Modification of data so captured may be permitted on genuine grounds until it is transmitted to the agencies. After transmission of data to the concerned agencies, no modification in the data available with the Data Integrator shall be permitted.
Transmission of data captured and verified by the officers at Data Integrator v. 1.0, to the Directorate General of System at non.edi@icegate.gov.in, to DGCI&S at ag.dgcis@nic.in and to Directorate General of Valuation at directorate.valuation@dov.gov.in shall be done on monthly basis by 10th of succeeding month by the Administrator without fail. The Utility is enabled to create report (DTRs) as required by all three agencies automatically by clicking a “generate report” button. With a view to maintain safety, security and credibility of data, it has been decided that the Administrators shall transmit data only through icegate e-mail ID and the recipient shall also receive data at icegate or NIC e-mail only.
You are therefore, requested to ensure Installation of “Data Integrator v.1.0” for data feeding and data transmission to all three agencies by field formation under your jurisdiction w.e.f. 15th January, 2015.
