Applications for advance licences under para 4.7 and under para 4.4.2 of the Handbook of Procedures, Vol 1 (1st April, 2003 – 31st march, 2007) for import of cardamom shall be issued by the Regional Licensing Authorities only under “prior import condition of cardamom.
Attention is invited to Paragraph 2.4 of the Export and Import Policy 2002-2007, as amended and Paragraphs 4.9 and 4.10 of the Handbook of Procedures, Vol.1, 2002-2007, as amended and also to the Handbook of Procedures, Vol.2, 2002-2007, as amended from time to time.
Duty free imports of goods as specified in list 28A of Customs notification No. 21/2002 dated 1.3.2002, (as amended from time to time) upto 1% of the FOB value of exports made during the preceding licensing year, shall be allowed to agro chemicals sector unit having export turnover of Rs. 20 crore or above during preceding licensing year. Such facility shall be available only to a manufacturer having a research and development wing registered with Deptt. of Scientific and Industrial Research in Ministry of Science and Technology subject to fulfilment of condition no.53A of the said notification.

In case an EOU/EHTP/STP unit is unable, for valid reasons, to utilize the goods and services, imported or procured from DTA, it may be transferred to other EOU/SEZ/EHTP/STP units or disposed off in the DTA with the approval of the Development Commissioner on payment of applicable duties and submission of import licence by DTA unit, wherever applicable or exported. Such transfer of imported goods and services from EOU/EHTP/STP unit to another such unit would be treated as import for the receiving unit.
The Project and Equipment Corporation of India Ltd. (PEC)- A Government of India Enterprise shall also be, henceforth, an eligible entity for availment of the quota for the items namely (a) crude sunflower seed or safflower oil or fraction thereof and (b) refined rape, colza or mustard oil-others as indicated at sl. No. 2(1)(c) and 2 (1) (d) of the said public notice.
In the statement of Standard Input Output Norms as contained in the Handbook of Procedures, Vol.2, 2002-2007, as amended, amendments/ corrections/ deletion at appropriate places as mentioned in Annexure “A” to this Public Notice shall be made.
Each IEC holder (baring those who have obtained IEC in the preceding licensing years i.e 1.4.2002 to 31.3.2003) shall be required to furnish yearly details of imports/exports made by him in the preceding licensing year by 31st October. The information shall be furnished online by the IEC holder by accessing the website at www.nic.in/eximpol. Failure to submit the details by the stipulated period shall result in blocking of such IEC for import/export purposes from 1st November.
