The Government proposes to set up two new Regional Directorates of the Ministry of Corporate Affairs. Giving this information in written reply to a question in the Lok Sabha, the Minister for Corporate Affairs, Shri Salman Khurshid, informed the House that one Regional Directorate would be set up in the North Western Region in Gujarat (Ahmedabad) and the other in the North Eastern Region in Assam (Guwahati).
With the Indian Premier League (IPL) saga getting murkier, the Ministry of Corporate Affairs on Tuesday asked the Registrar of Companies (RoC) to collect all details relating to the IPL franchises and the bidding process. In its order, the Ministry asked the RoC to get information on the memorandum of association and on franchise agreement. The RoC has been asked to submit its report within a week.
Corporate Affairs Ministry today said it is looking into all IPL franchises in the face of the controversy over team owners, a move that is in tandem with I-T probe into source of funding of the games body. Corporate Affairs Minister Salman Khurshid said his ministry would find out “the rules of engagement” of all IPL franchises.
In what would be good news for many firms, a scheme is being prepared to avoid criminal prosecution for delay in filing one’s balance-sheet with the Registrar of Companies (RoC).The Union ministry of corporate affairs is working on a scheme of compounding, which also modifies the existing charges in this regard for regularising the delay, beside the proposed avoidance of criminal prosecution. It is likely to be rolled out in September and is being discussed with the various regulators.

Failed to file returns with Registrar of Companies (ROC) for a period of 2 years; 2. Failed to file returns with Stock Exchange (SE) for a period of 2 years (if it continues to be a listed company);
A meeting of the Core Group constituted by the Ministry of Corporate Affairs for convergence of Indian Accounting Standards with International Financial Reporting Standards (IFRS) from the year 2011 was held on 29th March, 2010 under the chairmanship of Shri R. Bandyopadhyay, Secretary, Ministry of Corporate Affairs. The Ministry of Corporate Affairs will launch the regional version of its just-launched investor education protection fund (IEPF) website in the next six months to educate investors about the stock markets, ministry secretary R Bandyopadhay said.
Corporate affairs minister Salman Khurshid said his ministry is studying ways to prevent over-pricing of initial public offers and monitoring the end use of funds raised through IPOs to prevent fund diversion.Khurshid also said his ministry is examining the report of the expert group to suggest steps for monitoring the end use of IPO funds.
