Dear Colleagues,

To begin with, I would like to congratulate Chief Commissioner, Bengaluru Zone, and all his officers for working closely with the Chief Post Master General, Karnataka Circle to co-release a special postal cover to commemorate the roll out of GST.

There appeared to be some confusion among st the exporters regarding exports under Bond/LUT without payment of IGST. In this regard, you may like to see the Circular No. 4/4/2017-GST dated 7th July, 2017 for clarification on the issue and also disseminate this information to the exporters to avoid any further confusion by issuing trade notices publicizing the contents of this circular. In case of any difficulty in implementation of the instructions contained in the circular you may bring the same to the notice of the Board.

Issues faced by the trade and common man referred to the GST Feedback Room by the field nodal officers (both Center/State) are collated and clarification in the way of press releases are being issued to address such concerns. You are requested to go through these press releases hosted in our department’s website for information.

I would like to request all the Commissioners of GST & Central Excise formations to undertake random visits to the Ranges/Divisions under their charge to review the working of the GST Sewa Kendras particularly since we have given wide publicity to the facilitation trade can expect from these Sewa Kendras. You may also interact with the trade to address their grievances and issues so that no issue is left unaddressed and the trade/common man is not distressed in any way. I would like to reiterate that there should be no complaint regarding integrity of any of the officers and staff of CBEC and senior officers should ensure all officers under their charge maintain impeccable integrity while assisting the taxpayers. I would like the Chief Commissioners to give me a brief on this aspect during my next video conference.

May I also draw your attention to my news letter dated 6th May 2017 wherein I had asked you to identify two focused Swachhta Action Plans per Zone for the Financial Year 2017-18. I would like to remind you all to send the detailed action plan urgently to ADG-HRM-II, DGHRD, for my perusal next week.

For the Chief Commissioners of Customs Zone, I would like to bring to your notice that the ROSL scroll generation has been activated and detailed Advisory for Systems Managers/ASMs have been placed in our departments’ website. In this regard, I would request each one you to personally supervise and expedite necessary action as mentioned in the Advisory. This should be taken up on a priority basis and a daily report in this regard may be sent to me for perusal of progress.

I am happy to find that at the end of the second week of the roll out of GST, no major issues or problems have been reported. This indeed deserves to be acknowledged and my best wishes are with all of you to keep up the good work of immediately addressing issues coming to your notice to ensure the seamless transition to GST.

It is a pleasure to welcome Shri Susanta Kumar Panda and Smt. Ameeta Suri who have been appointed as Members of the Board today. With the full strength of the Board now in place, we will strive towards greater goals.
