The Directorate General of Systems and Data Management, operating under the Central Board of Indirect Taxes & Customs, has issued Advisory No: 01/2024 on January 16, 2024, addressing the upcoming Union Budget 2024-25.

Subject: Updation of changes vide Bucket 2024-25 in System

With the Union Budget 2024-25 scheduled for presentation in Parliament on February 1, 2024, the Directorate General of Systems, New Delhi, will oversee the updation of Notifications and Tariff Directories in the Indian Customs EDI System (ICES). Nominated budget officers from Directory Management sites will carry out this exercise after the budget presentation.

Impact on Filing of Bills of Entry (BE):

  • Filing of Bills of Entry (BE) will be unavailable from 11:00 hours onwards on February 1, 2024, until the completion of ICES updation. Section 48 approvals will also cease after 11:00 hours on the same day.
  • However, services at ICEGATE, apart from BE filing, will continue as usual. The system will remain available to officers for other functions in ICES.

Export Related Guidelines: While Shipping Bill (SB) filing and assessment will continue without disruption, sites must monitor Let Export Orders of relevant SBs given after February 1, 2024, until online directory changes are completed. Any changes in export duty or other levies in the Union Budget should be manually collected until the online updates are implemented.

Prior Bills of Entry and System Availability:

  • Processing of BEs filed before 11:00 hours on February 1, 2024, will proceed normally. However, field formations should track Prior Bills of Entry filed on or before this date for any changes in duty liability before granting Out of Charge (OOC).
  • The filing and processing of documents (BE) will resume after suitable updates are made in ICES according to the Budgetary changes. Typically, this process takes around 48 hours, provided no substantial new levies are introduced in the Budget.

Importers, Customs Brokers, and trade members are advised to plan the clearance of their BEs in consideration of the outlined timelines. The cooperation of all stakeholders is essential to ensure a smooth transition in compliance with the Budgetary changes.
