Subject: Request for relaxation on levy of additional fee in filing of e-forms AOC 4, AOC 4 (CFS), AOC 4- XBRL, AOC 4 Non XBRL and MGT 7/MGT 7A for the financial year ended on 31.03.2021 under the Companies Act 2013.

Respected Sir,

At the outset, we appreciate and acknowledge the sincere efforts and various initiatives of the Ministry of Corporate Affairs (MCA) and its promptness in providing relaxation To the Corporate Sector, Professionals, and Business Entrepreneurs as well as other stakeholders allowing extension of timelines for adherence of several compliance requirements under the provisions of the Companies Act, 2013 (CA, 2013) and the Limited Liability Partnership Act, 2008 (LLP Act, 2008).

Vide MCA circular no. 01/2022 dated 14th February 2022, the Ministry of Corporate Affairs has relaxed the additional fee of e-forms AOC 4, AOC 4 (CFS), AOC 4- XBRL, AOC 4 Non XBRL upto 15.03.2022 and MGT 7/MGT 7A upto 31.03.2022 for the Financial Year ended on 31.03.2021 under the Companies Act 2013.

MCA V3 is an e-Governance initiative that enables easy and secure access of the MCA services to the corporate entities, professionals and citizens of India. Version 3.0 comprises revamped website, new email services for MCA Officers and two new modules, namely, e-Book and e-Consultation. However, since the portal is new and every transition is strenuous initially. The professionals are facing a lot difficulties in working on the new portal as Associate DSC tab is not working, payment gateway page is not working and many other difficulties are also being faced by the professionals.

We request to your good office to provide relaxation on levy of additional fee in filing the e-forms AOC 4, AOC 4 (CFS), AOC 4- XBRL, AOC 4 Non XBRL and MGT 7/MGT 7A for the financial year ended on 31.03.2021 under the Companies Act 2013 upto 30.06.2022.

We sincerely hope that the Ministry would provide the requisite reliefs being sought by the companies, professionals and other relevant stakeholders. Your favourable consideration would surely promote the cherished vision and initiative of launch of MCA21 version 3.0, the phase of the digital corporate compliance portal of the Ministry of Corporate Affairs -MCA.
