Sub.: Request for Extension of GSTR-9 and GSTR-9C for the Financial Year 2017-18.

Respected Madam,

We have been informed by our Members and Professionals that since 9th January, 2020 GST Network is slow down and not working properly. Herein, we are representing before your good selves the difficulties and hardships faced by the trade. industries and consultants at large due to delay in enabling GST Annual & Audit related returns, requirement to file state-wise Audit and GST reconciliations for all taxpayers.

Few genuine issues that we are facing during GST audit are listed below:

♦ That the formats prescribed for GST Annual Returns and Audits are not only voluminous but also confusing. The confusion rises when GST Portal itself gives two information from the same source of data.

♦ Auto populated data of 3B in GSTR 9 differs from the actual data uploaded in monthly GSTR 3B_ This type of technical errors happens on both side i.e. outward supply as well as inward supply.

♦  GST website is passing through numerous technical glitches nowadays. The issue is persisting since more than 10 days. The error “Received But Pending appears as and when we try to upload GSTR 9C.

♦  We are unable to upload JSON file in One attempt. It requires multiple attempts to upload the same. It kills time. GSTR 9C latest utility 1.6 is made available on 08/01/2020 only. The time left after this is very short.

♦  GST Network is taking too long for reflecting GSTR-9C data uploaded by Taxpayers, and in some cases: it throws back with an unknown error.

♦  GST Portal is having multiple issues with OTP sending. We are not getting OTPs on Domains. Even on Regular E-Mails. OTP is coming after 2-3 hours which is of no use. It gives frustration and anxiety to filers.

We are aware that GSTN is ought to release API with slight modification in the schema on 20th Jan for GSTR-90. but yet not declared it. And hence our demand for extension is more reasonable.

    Respected madam,
    My humble request is the extension of due date is waste of time, because there is so many technical issue in that 1st year GSTreturn ( financial year 2017-18.)Already 22 months gone in the trial and error basis of GST annual return filling, I request to ABOLISH THE ONLINE GST annual return filling for the FY 2017-18 and allow to file MANUAL RETURN by extending the due date as 31.03.2020.

    Sub.: SEEK EXTENSION OF GSTR 9 & GSTR 9C ANNUAL RETURN FILING DATE FOR THE YEAR 2017-18

    Respected Madam Ji,

    Of late, Haryana Chamber of Commerce & Industry (HCCI) has been approached by considerable members to request your goodself for extension of GSTR 9 & GSTR 9C Annual Return filing date for the year 2017-18, which is approaching fast being 31st January, 2020.

    The reasons put forth appears to be quite genuine as we have observed are similar to already expressed by various chambers/Associations through their representations namely:-

    1. Central Gujrat Chamber of Commerce & Baroda Tax Bar Association.
    2. Jamnagar Chamber of Commerce & Industry
    3. The Southern Gujrat Commercial Tax Bar Association, Surat.
    4. Tax Bar Association, Jammu
    5. District Tax Bar Association, Sonepat & may be few others.

    Furthermore, we have noticed as per the CBIC data of status of Annual Return filing for F.Y. 2017-18 as on 24-01-2020 that only 44.41% regular taxpayers have filed GSTR-9 and 19.85% have filed GSTR-0C, whereas from composition taxpayers only 38.46% taxpayers have filed their GSTR-9.

    Needless to emphasize the necessity for notifying extension of due date for filing GSTR 9 & 9C, it is humbly requested to kindly consider the request in the interest of public at large, so as to avoid last time harassment, which perhaps is attributed to system constrains to some extent.
