Orissa government launched online registration of Land records, reduced stamp duty to 5%

In line with the Orissa government’s commitment to usher a new era of e-governance, the state on Monday introduced hassle-free e-registration of sale and purchase of land through the public private partnership . Inaugurating the e-registration system here at a crowded meeting, chief minister Naveen Patnaik asserted that this move would ensure faster, simpler, accurate system of automation for all the 64 types of deeds in 177 sub-registrar offices as centers”.

Mr Patnaik further disclosed that the Orissa Computer Application Centre and Industrial Development Corporation have jointly formed E-Governance Services Ltd to carry out the e-registration activities in the state.

With the system in place, now the public can get the land documents registered within half-an-hour in a computerized environment and they can get sale deed instantly. In just a minute one can get encumbrance certificate.

The minister for revenue S N Patra announced slash in the stamp duty from 13% to five per cent of which 3% has been earmarked to beef up the system in the concerned towns and cities.

The state government is pursuing an IT policy aiming at developing a robust and futuristic IT architecture in the state. It has also worked out road maps to provide transparent, accountable and effective governance. The road maps are the state’s first initiatives under the National e-Governance Plan [NeGP] nad have been prepared with assistance from National Institute for Smart Governance [NISG] and Wipro Infotech.

As part of NeGP, the Common Services Centre [CSC] Scheme, Orissa government in the fist phase has targeted to open 4000 CSCs out of 6234 GPs in rural areas and 250 in urban areas. CSC will be the single point shop for delivery of all e-Governance services and will encourage other value added services such as agriculture based information/transactions, banking, insurance, micro-credits, telemedicine, e-education and entertainment, officials said.
