Trade Notice No. 17 dated 23rd August, 2011 All Export Promotion Councils / Commodity Boards / Authorities are aware that an ‘on-line ‘ uploading facility of RCMC has been initiated in DGFT since August, 2010.2. The purpose of uploading the RCMC data on DGFT’s server is to reduce Transaction Cost for exporters as this would avoid submission of copy of RCMC by exporters every time under various applications filed by them.
The Regional Authorities of DGFT shall carefully scrutinize the documents submitted, as prescribed in Notification No.64 dated 4.8.201. In case any applicant/firm is found to have submitted false or erroneous information or have made any misdeclaration/misrepresentation, such applicant / firm (a) shall forfeit the allocation made in this Trade Notice, (b) shall be debarred from allocation of marble in future and (c) shall be liable for penal action under the provisions of Foreign Trade (D&R) Act, 1992, as amended. Only one licence per IEC holder is to be issued by the RA.
Trade Notice 15 dated 10th August, 2011 In this Trade Notice (para 4) it was provided that the concerned exporters may approach the RC issuing Authorities within 3 days alongwith all necessary documents for rectification of error if any. The concerned RAs would verify the documents and do rectification if required. After issue of Trade Notice No. 11 of 29.06.2011, many exporters have submitted the documents with RC issuing authorities. These have been verified. After verification, 61 firms have not been found to have defaulted. Accordingly their names have been removed from the list. The list of remaining defaulters is annexed with this Trade Notice.
Division Bench of the Hon’ble High Court of Delhi (Justice S.K. Kaul and Justice Rajiv Shakdher) in their interim order in Writ Petition No. 5237/2011 Kannu Aditya (India) Ltd. Vs. Union of India, made on 26th July, 2011 have ordered: It is directed that no allotment shall be made till the next date of hearing.
DGFT has published the list of successful allottees for allocation of 10,00,000 MTs of non-Basmati rice for exports as notified in Notification No. 60 dated 19.07.2011 along with the 1st waiting list. The document submission, scrutiny and issue of registration certificates by the Regional Authorities of DGFT / DGFT(Head Quarters) (depending upon the choice of the allottees) would commence at 1000 Hrs on Thursday 28.07.2011 and will close at 1700 Hrs. on Thursday 18.08.2011, as mentioned in the Notification No. 60 dated 19.07.2011 subject to conditions mentioned therein.
Had stated that the declaration of allocation of quantities against the applications received from 20.06.2011 to 25.06.2011 will be made on 06.07.2011. In response to this PN a total of 581 applications were received by e-mail. Some applicant had sent more than one e-mail. Some e-mails have been received from applicants who did not have any export performance in either of the past two cotton years. Some applicants had been defaulters. If all these applications are not counted then the number of eligible applicants come to 227.
Was issued allocating a quantity of 19 lakh bales of cotton for export among 928 applicants for registration of contracts. In terms of Note (i) of Registration Certificate, the exporters who have got Registration Certificates from the four Zonal offices of DGFT at CLA Delhi, Mumbai, Kolkata & Chennai and DGFT(HQ) were required to submit the proof of shipments within 10 days of last shipment.

The Second Meeting of the ‘Committee to review the Scheme of the deemed export’ was held on 3rd June, 2011. The Committee in this meeting has decided to seek the views of all stakeholders by giving them another opportunity of submitting suggestions in 15 days.
