DGFT has revamped its IT systems to provide a paperless, contact-less, electronic interface to the exporters/importers and other stakeholders of DGFT. The new IT System amongst other improvements include process for managing the entire lifecycle of Advance Authorizations including its issuance, amendment and closure.
Applications for Non-Preferential Certificate of Origin may also be submitted through e-CoO platform w.e.f. 15th April 2021. However, there shall be a transition period for CoO(NP) issuing agencies to on-board this common digital platform.
As part of IT Revamp of its exporter/importer related services, this Directorate now introduces a new online module for filing of electronic, paperless applications for import authorizations with effect from 22.03.2021. All applicants seeking import authorization for restricted items may apply online by navigating to the DGFT website (https://www.dgft.gov.in) > Services — > Import Management Systems — > License for Restricted imports.
Reference is invited to the applications being submitted by the applicant for import authorization for import of restricted item Denatured Ethyl Alcohol (DEA). At present the applicants are filing online application (ANF. 2 M) along with information in Proforma as circulated by Trade Notice No. 27/2019-20 dated 29th July, 2019
The quota for export of the following types of diagnostic kits was fixed for the period from December, 2020 to February, 2021 vide Trade Notice 39 dated 19.01.2021. The applications received as per the Trade Notice were issued export licenses and the quota has not been exhausted.

Electronic filing and Issuance of Preferential Certificate of Origin (CoO) for India’s Exports under India-Mercosur PTA and India-Thailand EHS w.e.f. 25th February 2021
It is also informed that while applicants can choose to avail CoO (NP)online or in manual mode till 31.3.2021 w.e.f 1.4.2021 applications will be accepted in online mode only. Further details in the matter will be notified subsequently.
As a part of IT Revamp, this Directorate proposes to introduce new modules (online e-Certificate Management System) for processing of certain applications. From 22.02.2021 onwards, the following applications types are required to be submitted online through the importer/exporter’s dashboard on the DGFT Website –
Licenses for all TRQs would be issued electronically and TRQ License data would be transmitted electronically to the Customs Authorities. No paper copies of the TRQ Import license will be issued by DGFT with effect from 08.02.2021.
