I have got a comparison Statement for Performance of State Govt. Officers vis-a-vis Central Govt. officers in 3-4 criteria by GSTN. The statement giving this in %age is placed below. As can be seen from the statement, the performance of Central Govt. officers in the States except in. the State of Arunachal Pradesh is lower than the State Govt. officers in return filing %age for the tax period April (upto 26th May 2018).
The Board had convened a conference of Commissioners of Customs and Post Master Generals for deliberating on ways and means for improving trade facilitation through FPOs on 11th May 2018. Amongst the various issues of common interest discussed were:

Quarterly meetings by PCCIT for better co-ordination with PCsIT and Standing Counsels especially in matters pertaining to removal of defects in appeals filed before High Courts and minimizing of delay in filing of SLPs
Ministry of Civil Aviation has drawn attention of Finance Secretary to a letter issued by Deputy Commissioner, IGI Airport to various duty-free shops requiring them to pay IGST on goods sold by them since 1.7.2017 citing the ruling by Authority for Advance Ruling, Delhi in the case of M/S Rod Retail Private Ltd. Subsequently, a Secretary level meeting has also been held where Chairman, CBIC along with Member (Customs), Member (GST), and Member (Budget) were present.
Kind reference is invited to Board Circular Nos. 03/2016-customs dated 03.02.2016 and 10/2016-customs dated 15.03.2016 regarding the operationalization of the Single Window Interface for Facilitation of Trade (SWIFT) from 01st April, 2016 at all EDI locations throughout India.
It has come to the notice of the Board that at many places, where High Court Benches are functioning, no High Court Cell has been set up. The bench-wise position of various High Courts with respect to setting up of High Court Cells is as per Annexure-A. High Court Cells should be set up immediately at all places where the Bench of High Court is situated.
Central Board of Indirect Taxes and Customs fixes a monetary limit of Rs 2,50,000/- below which appeal shall not be filed with the Commissioner (A). This limit would apply for legacy matters only and would also be applicable to cases currently pending at the level of Commissioner (Appeals) .
IGST / ITC Refunds remain a concern and a priority. At the cost of repetition, I once again request all Chief Commissioners to monitor the pending refund claims and ensure timely disbursals. Necessary assistance must be offered to exporters to resolve any issues being faced in sanction of their claims.
It is clarified that the Trust of exempted establishment are required to obtain the prior permission of Regional P.F. Commissioner for selling of securities if and only if the Trusts have to utilize the amount obtain4 through sale of securities for meeting the obligatory expenses arising out of any of the reasons mentioned in condition no. 20 itself.
