Dear Colleagues,

This week e-way bill for intra-State movement of goods was introduced in Maharashtra, Manipur, Andaman & Nicobar Islands, Chandigarh, Dadra & Nagar Haveli, Daman & Diu and Lakshadweep, thus taking the figure of States / Union Territories that have implemented the same to twenty-seven. I would request the concerned officers to facilitate the trade in getting them registered/enrolled on the portal at the earliest in the remaining States as well since the same would soon be rolled out in these States also. Officers may organise workshops for trade and business in order to help them in getting well versed with respect to the provisions of the e-way bill rules which would help them in avoiding any unnecessary difficulty. Similarly, the provisions of rule 138D of Central / State GST Rules, 2017 may be publicized so that trade and business may become aware about the process of grievance redressal in this new system.

IGST / ITC Refunds remain a concern and a priority. At the cost of repetition, I once again request all Chief Commissioners to monitor the pending refund claims and ensure timely disbursals. Necessary assistance must be offered to exporters to resolve any issues being faced in sanction of their claims.

I am informed that Hyderabad and Mumbai Zones have shown commendable performance in relation to sanctioning of GST refunds (RFD-01A). My heartiest congratulations to all the officers of these zones. Member (GST) has also written a detailed letter to all the Zones in this regard on 231d May 2018. All Zones whose performance is below the national average as indicated in this letter must take necessary action to improve their performance.

As you are aware, Directorate of Legal Affairs is coordinating implementation of two projects, Legal Information Management & Briefing System (LIMBS) and Tax Dispute Online Tracking System (TDOTS). On the LIMBS portal, the field formations have uploaded a number of cases till date. However uploading of all cases must be done in a time bound manner. Supreme Court cases are being uploaded and updated by DLA. In a meeting held recently, Secretary (Coordination), Cabinet Secretariat instructed all the Departments to upload all cases and regularly update case details and remove the errors expeditiously. I urge the Zonal Chief Commissioners to regularly monitor the uploading/updating of cases on the LIMBS Portal.

I am happy to inform that the Principal Commissionerate of Customs (General), Mumbai Zone-1 has been awarded the “Rajbhasha Shield” and letter of appreciation by the President of Town Official Language Implementation Committee, Mumbai for excellent performance in the field of Rajbhasha policy of the Central Government for the year 2017-18. My congratulations to all the officers of this zone for this achievement. I must stress that all formations must adhere to the official language policy guidelines.
