Policy for FDI in Commodity Exchanges- At present, foreign investment, within a composite (FDI & FII) cap of 49%, under the Government approval route-i.e. through the Foreign Investment Promotion Board (FIPB)-is permitted in commodity exchanges. Within this overall limit of 49%, investment by Registered FIIs, under the Portfolio Investment Scheme (PIS) is limited to 23% and investment under the FDI Scheme is limited to 26%. It has now been decided to liberalise the policy and to mandate the requirement of Government approval only for FDI component of the investment. Such investment by FIIs, in commodity exchanges, will, therefore, no longer require Government approval. This change aligns the policy for foreign investment in commodity exchanges, with that of other infrastructure companies in the securities markets, such as stock exchanges, depositories and clearing corporations.
As part of the Government’s commitment to good governance and elimination of corruption, the Ministry of Finance has amended the rules to enable all the Ministries and Departments to facilitate payments by direct credit to the bank accounts of the payees. Orders have also been issued by the Controller General of Accounts(CGA) that, with effect from 1st April 2012, all payments above Rs.25,000 to suppliers, contractors, grantee and loanee institutions shall be directly credited to their bank accounts.
As per the judgment of the Division Bench of this Court in Kathuria Public School vs. Director of Education 123 (2005) DLT 89 and which had not been interfered with in judgment dated 27th August, 2010 in Ref. 1/2010 titled Delhi School Tribunal v. GNCTD, also, unnecessary interference with the management and functioning of unaided schools is not permissible. The notification aforesaid does not extend the age of retirement but merely allows the schools to re-employ the retiring teachers.
Vehicle owners will have to pay more towards insurance for their vehicles as the enhanced motor insurance rates has come into effect from April 01. The Insurance Regulatory and Development Authority -IRDA has issued a notification to this effect. As per the new rates, private car owners would have to pay premium depending on the size of the vehicles.
The objective of the Standard is to lay down the norms for Recognition, Measurement, Valuation and Reporting in respect of Loans and Advances made by the Union and the State Governments in their respective Financial Statements to ensure complete, accurate, and uniform accounting practices, and to ensure adequate disclosure on Loans and Advances made by the Governments consistent with best international practices.
The Ministry of Railways has revised passenger fares with effect from tomorrow i.e. 1st April 2012 in AC-First Class, AC-2 tier, Executive Class and First Class only. There is no revision in other classes of travel. The revised fares in these classes would be applicable to all types of trains on Indian Railways network.
As part of the Passport Seva Project, 77 Passport Seva Kendras (PSKs) are being established across the country on public-private-partnership basis as approved by the Union Cabinet in September 2007. Tata Consultancy Services have been entrusted inter alia with setting up the PSKs in cities as well as smaller towns, providing IT infrastructure and manpower.
All persons including physically handicapped persons can book full fare tickets on payment through the internet. However, booking of concessional tickets requiring verification of the requisite concession certificate and also retention of copies of the said certificate issued/signed by the competent authority at the railway counter as documentary evidence is not done through internet. Accordingly, the facility of e-ticketing has not been extended to such cases where the physical document is to be verified at the time of booking on concessional fare in case of disabled persons.
Goa Chief Minister Manohar Parrikar Monday presented a populist budget by slashing petrol prices by Rs 11, announcing Rs 1,000 allowance for housewives, proposing to stabilise domestic gas cylinder prices, and setting target of 15 per cent GDP growth for the next fiscal. Parrikar, who holds finance portfolio, said that VAT on petrol would be almost abolished. There would a VAT at 0.1 per cent, just to keep a sale record. This, Parrikar said, would cut petrol prices by almost Rs 11 per litre. Current price of petrol in Goa is Rs 65 per litre.
Management of Funds Under NPS The investment of pension funds of Government employees, who are covered as subscribers to the New Pension System (NPS), was hitherto being made through a pooling arrangement whereby the funds of such employees were credited to a pool account (pending reconciliation of subscribers’ contribution details) from which such funds were allocated to pension fund managers for immediate investment in the best interest of the subscribers. These funds of the Government employees are being managed based on the investment Pattern prescribed by the Government.
