Gross GST revenue for September 2025 hit ₹1,89,017 crore, growing 9.1% year-on-year. Net revenue increased 5.0%, moderated by a 40.1% rise in refunds. Cumulative half-yearly growth reached 9.8%.
GST revenue collections in September 2025 demonstrated continued growth, with Total Gross GST Revenue reaching ₹1,89,017 crore, marking a 9.1% increase over September 2024. This growth was driven by a 15.6% jump in Gross Import Revenue (₹52,492 crore) and a 6.8% increase in Gross Domestic Revenue (₹1,36,525 crore). Overall, for the first half of the current fiscal year (April to September 2025), total gross collections stood at ₹11,93,431 crore, an increase of 9.8% year-on-year. However, the Total Net GST Revenue—the actual collections after factoring in refunds—grew at a slower rate of 5.0% monthly, totaling ₹1,60,360 crore. This disparity is attributed to a sharp 40.1% increase in Total Refunds paid out during the month, which reached ₹28,657 crore, underscoring both heightened refund processing and increased compliance activity.
A closer examination of the domestic collections reveals varied performance across the country. On a monthly basis, Gross Domestic Revenue growth stood at 6.8%, with significant contributions from states like Meghalaya (27%), Sikkim (22%), and Madhya Pradesh (21%). Conversely, few major territories saw marginal declines, including Delhi (-1%) and Telangana (-5%). Cumulatively, from April to September 2025, Gross Domestic Revenue witnessed an 8.8% growth. The largest absolute contributions to the total domestic collection came from Maharashtra (₹1,90,981 crore), Karnataka (₹87,188 crore), and Gujarat (₹71,066 crore), demonstrating these states’ dominant economic activity.
The data highlights a significant administrative operation involving the settlement of Integrated Goods and Services Tax (IGST). The SGST portion of IGST settled to States/UTs saw a year-on-year growth of 6% for the April-September period. Notably, several smaller states showed high growth in the post-settlement SGST figures, such as Andaman and Nicobar Islands (31%) and Sikkim (29%), indicating effective revenue distribution mechanisms. However, a few larger states, including Uttar Pradesh (-2%) and Odisha (-7%), recorded minor declines in their post-settlement SGST growth for the cumulative period. The overall collections affirm the GST framework’s ability to maintain a positive revenue trajectory, albeit moderated by substantial increases in refund processing.
