Public Notice No. 17 (RE-2001)/1997-2002

NEW DELHI, Dated the 7th June, 2001.

Attention is invited to the entry at Code No.1001(a) in Table B of Schedule 2 and Sr.No.12(i) of Appendix-1 to Schedule 2 in the book titled “ITC(HS) Classifications of Export and Import Items 1997-2002” (incorporating amendments made upto 31st August, 1998 ) and as amended from time time specifying the terms and conditions for export of items indicated therein.

2. In exercise of the powers conferred under para 4.11 of the Export and Import Policy, 1997-2002, (incorporating amendments made upto 31st March, 2001) and as amended from time to time, the following amendments may be made in the Public Notice No. 48( RE-2000)/1997-2002 dated 15.12.2000, Public Notice No. 56 ( RE-2000)/1997-2002 dated 16.2.2001 and Public Notice No. 62(RE-2000)/1997-2002 dated 14.3.2001 and Public Notice No. 7 ( RE-2000)/1997-2002 dated 31.3.2001 :-

(i) The export ceiling of wheat for the year 2000-2001 released vide Public Notice No.48 dated 15th December, 2000 shall be raised from 20 Lakh MT to 50 Lakh MT.

(ii) The last date of shipment/ export of wheat in respect of above ceiling shall be extended upto 30.6.2001.

With regard to export policy for wheat the D/o Commerce has sent us the following recommendations:-

i) The export ceiling of wheat for the year 2000-01 has been raised from 20 lakh MT to 50 Lakh MT.

ii) The last date shipment/export of wheat is extended upto 30.6.2001.

iii) The export ceiling for export of wheat for 2001-02 has been fixed as 50 lakh MT.

This office had released 20 lakh tons of wheat for export vide Public Notice No. 48 , dated 15.12.2000, for export by certain agencies like STC, MMTC and PEC. Further some more agencies were added to the above list NCCF and NAFED vide Public Notice No. 56, dated 16.2.2001 and MARKFED vide Public Notice No. 62, dated 14.3.2001.The last date of shipment/export was extended upto 31.5.2001 vide Public Notice No. 7 dated 31.3.2001.

We may now raise the ceiling of wheat for the year 2000-2001 from 20 lakh MT to 50 lakh MT and extend the date of shipment/export in respect of ceiling released vide Public Notice No. 48 dated 15.12.2000, since the recommendations of D/o Commerce are with reference to Public Notice No. 7 .

Further issue of release of ceiling for wheat for the current financial year i.e. 2001-2002 was discussed with Shri Siddharth, Director. D/o Commerce ( EP-Agri. –II ) keeping in view the fact that export ceiling for wheat during 2000-2001 was released twice for 20 lacs MTs each time thus totaling to an overall ceiling of 40 lakh tons . First time for the licensing year 2000-2001, a quantity ceiling of 20 lacs MT was issued vide Public Notice No. 30 dated 1.9.2000. This was placed at the disposal of APEDA for the purpose of issuing RCAC’s.

A further quantity of 20 lakh MTs of wheat was released for export vide Public Notice No. 48 dated 15.1.2000. This was specially meant for certain designated agencies as already mentioned who would export the same from the stocks held by CI for the Central Pool.

The D/o Commerce has not clearly stated whether they are releasing quota in general or for specified agencies. On this point Shri Siddharth has advised during discussions held in his chamber today that this may be referred back to them for consideration and may not be notified pending clarification for same. He did, however, advise that we may notify the recommendations No (i) and (ii) with reference to ceiling released vide Public Notice no. 48, dated 15.12.2000.

A draft Public Notice is put up for approval.

PRESS NOTE

Government has issued a Notification No.

dated under which the conditions regarding quantitative ceiling and registration formalities with APEDA for export of certain milk products like Whole and instant milk food, Pure Milk butter have been removed . The packing limit of 5 kg for export of pure Milk Butter has also been dispensed with.

dated under which the quantitative ceiling for export of wheat for the year 2000-2001 released for certain specified agencies on 15.12.2000 is raised from 20 lakh MTs to 50 lakh MTs . The last date of shipment/export in respect of above is also extended upto 30.6.2001.
