Introduction: Explore the recent development regarding the extension of the application deadline for obtaining export licenses for broken rice to Senegal, Gambia, and Indonesia. The Indian Ministry of Commerce and Industry has taken this step in response to a court order.

Analysis: A significant announcement has been made by the Directorate General of Foreign Trade (DGFT) under the Indian Ministry of Commerce and Industry. Through Trade Notice No. 20/2023-DGFT dated August 16, 2023, the procedure for allocating export quotas for broken rice has been amended. This adjustment is a response to the Order dated August 10, 2023, issued by the Hon’ble High Court of Delhi in W.P.(C) 8625/2023 & CM APPLs. 32737/2023.

The previously issued Trade Notices, including Trade Notice No. 16 dated July 20, 2023, Trade Notice 13 dated July 3, 2023, Trade Notice No. 12/2023 dated June 30, 2023, and Trade Notice No. 08/2023 dated June 20, 2023, are collectively being amended. The key revision is the extension of the deadline for submitting applications to obtain an export license for broken rice destined for Senegal, Gambia, and Indonesia. This extension remains in effect until the present petition is resolved.

The decision to extend the application deadline reflects the Ministry’s commitment to compliance with the court order and to ensure fairness in the allocation process for broken rice export licenses.

Subject: Procedure for allocation of quota for export of broken rice on humanitarian and food security grounds, based on requests received from Governments of other Countries.

In compliance with the Order dated 10.08.2023 of Hon’ble High Court of Delhi at New Delhi in W.P.(C) 8625/2023 & CM APPLs. 32737/2023, Trade Notice No. 16 dt. 20.07.2023 read with Trade Notice 13 dated 03.07.2023 and Trade Notice No. 12/2023 dated 30.06.2023 read with Trade Notice No. 08/2023 dated 20th June 2023 is partially amended to extend the last date for submission of application, for obtaining licence for export of broken rice to Senegal, Gambia and Indonesia, till the disposal of the present petition.

This is issued with the approval of the competent authority.
