DGFT has recently updated the procedure for the allocation of quota for the export of broken rice. This decision is based on humanitarian and food security grounds and caters to requests received from the governments of other countries.

Details of the Procedure Update

In Trade Notice No. 08/2023, issued on 20th June 2023, DGFT initially outlined the procedures for applying for a license and allocating quotas for the export of broken rice. However, following representations about difficulties encountered while filling out the online forms and specific concerns related to the allocation of quotas, DGFT decided to reevaluate the situation.

A video conference, held on 27th June 2023 under the chairmanship of Shri S.C. Agarwal, Addl. DGFT, was aimed at addressing these concerns. Following an in-depth discussion with the exporters, the DGFT decided to make partial amendments to the previous notice.

Revised Allocation Procedure

Several amendments have been made to the previous regulations, including a reduction in the minimum allocation threshold from 8000 MT to 2000 MT by sea and an extension of the deadline for online applications to 03/07/2023. The time for submitting the ‘Landing Certificate’ post-export of the allocated quota of broken rice has also been extended to 90 days.

The online form for obtaining a license for the export of broken rice is being partially amended to make the submission of importer details optional, as these details are often not known at the time of application.

Conclusion

The revisions made by the DGFT in the allocation of quota for the export of broken rice reflect a responsive and flexible approach, based on feedback from stakeholders. These changes are likely to ease the process for exporters and enable smoother trade operations.

Subject: Procedure for allocation of quota for export of broken rice on humanitarian and food security grounds, based on requests received from Governments of other Countries.

DGFT vide Trade Notice No. 08/2023 dated 20th June 2023 has laid down the procedure for applying for licence and allocation of quota for export of broken rice on humanitarian and food security grounds, based on requests received from Governments of other Countries.

2. DGFT received representations regarding difficulties being faced while filling up the online forms and certain issues regarding allocation of quota. With a view to resolve these issues a video conference was arranged on 27th June, 2023, with the exporters under the Chairmanship of Shri S.C. Agarwal, Addl. DGFT. After detailed deliberations with the exporters, DGFT has decided to partially amend the following Paras of Trade Notice No. 08/2023 dated 20th June 2023:
