Attention is invited to Notification No. 5 (RE-2003)/2002-07 dated 7.4.2003 vide which mandatory standards for import of certain electrical goods and appliances have been stipulated to be complied with by the importers. In this connection representations have been received from various Associations and importers and keeping in view the operative difficulties pointed out, it has been decided that such mandatory standards in respect of the items at sl. No. 143 to 159 of the above mentioned notification shall come into force after 17.08.2003.
In exercise of powers conferred under Paragraph 2.4 of the Export and Import Policy 2002-2007, as notified in the Gazette of India extraordinary, Part-II Section 3, sub Section (ii) vide S.O. No. 349(E) dated 31.03.2002 as amended from time to time and as per provisions at condition no. 1 of the Annexure to Notification no. 21/2002-customs dated 1.3.2002, the Director General of Foreign Trade hereby notifies the procedure for allocation of this Tariff Rate Quota (TRQ) as under.
In supercession of DGFT’s notifications issued earlier pertaining to export of onion it has now been decided to make the following proposals with the approval of competent authority: All quantitative restrictions on export of all varieties of onion stand removed.

In exercise of the powers conferred by Section 5 of the Foreign Trade ( Development & Regulation ) Act, 1992 ( No. 22 of 1992) read with 1.1, 2.1 and 2.4 of the Export and Import Policy, 2002-2007( As amended upto 31.3.2003 ), the Central Government hereby makes the following amendments in the Schedule 2 ITC(HS) Classification of Export and Import items.
In exercise of powers conferred under Section 5 of the Foreign Trade (Development and Regulation) Act, 1992 read with Paragraph 1.1 of the Export and Import Policy, 2002-2007, as amended from time to time, the Central Government hereby makes the following amendments in Exim Policy, 2002-07 (as amended upto 31.3.2003).
A new Appendix IV to Schedule I of ITC(HS) Classification of Export and Import Items, 2002-2007, will be appended. This Appendix IV will contain a list of countries which are parties to the “Montreal Protocol on substances that deplete the Ozone layer”. This is with reference to Licensing note of Chapter 29 in ITC (HS) Classification of Export and Import Items, 2002-2007.
In this regard, it is stated that the issue has been examined in consultation with the Ministry of Textiles and in view of the comments made available it is hereby clarified that the imports of the following items of textile are exempted from the condition of production of pre-shipment certificate.
In exercise of powers conferred under section 5 of the Foreign Trade (Development and Regulation) Act, 1992 read with paragraph 2.1 of the Export and Import Policy, 2002-2007(RE 2003), the Central Government hereby makes the following amendments in the ITC (HS) Classifications of Export and Import Items, 2002-2007 published on 31st March, 2002 as amended from time to time.
Indian Rupee Value of the special currency Basket for the purposes of deferred payments contracts entered into under the Deferred Payments Protocol dated the 30th April, 1981 for the period 1.1.81 to 31.12.85 and the Deferred payments protocol dated 23rd December, 1985 for the period 1.1.1986 to 31.12.90 between the Government of India and the former USSR relating to the deliveries of machinery and equipment from the USSR to India on deferred payment terms.
