Central Government hereby makes the following amendments in the import policy conditions of ‘Raw Sugar’ classified under Exim Code 170114 of Chapter 17 of ITC (HS), 2017 – Schedule – 1 (Import Policy), as notified vide Notification No 1 dated 05.04.2017, as under:
The product description in the MEIS Schedules of Babies Garments and Clothing Accessories of Wool or Fine Animal Hair, Othr Mcanry Parts Of Heading 8485, Other Seats Of Heading 9401 existing prior to Public Notice 61 dated 07.03.2017 has been corrected in line with ITC (HS).
USDA Foreign Agriculture Service has increased the non-country specific Tariff Rate Quota (TRQ) for refined sugar to 2,02,000 MTRV (metric tons raw value) by adding another 40,000 MTRV of speciality sugar, which is available for exporters from all WTO countries for the US fiscal year 2017 (October 1, 2016 to September 30, 2017).
It held that the Notification No. 48/2005 dated February 20, 2006 (certain products were made ineligible) and Notification No. 8/2006 dated June 12, 2006 (rates were reduced to 5% from the earlier 5, 10 and 15%) related to the Target Plus Scheme (TPS) could not be applied retrospectively and they would be effective only from the date of their issue.
Attention of all Exporters/Customs brokers/members of Trade is invited to the fact that at times errors exist in the bank account number, IFSC etc., given by exporters, which leads to rejection of claim for payment of duty drawback by the local bank authorities. Similarly, even a single such error leads to rejection of entire scroll in the Public Financial Management System (PFMS) during the processing of claims for Rebate of State Levies (RoSL).

Import of 5 Lakh MT of raw sugar under Exim Code 170114 of Chapter 17 of ITC (HS), 2017–Schedule–I (Import Policy) is allowed duty free under TRQ.
It has been observed that Direct Port Delivery (DPD) facility has reduced the time and cost for importers considerably. Therefore, it has been decided to consider Direct Port Delivery (DPD) permission to all such importers who are manufacturers, registered IPR holders provided their bulk of import is in FCL (Full container Load) and is being facilitated by RMS i.e. no examination, no assessment.
There has been request from various stakeholders for issue of compilation of such Public Notices issued in relation to Direct Port Entry (DPE) Procedure. Accordingly, brief about each Public Notice is given below in tabular form:
