All urgent and time bound activities must not be left unattended. Such activities may include time bound assessment, time bound completion of proceedings, compliance and follow up of High Court Orders and other Court proceedings, time bound completion of insolvency proceedings, time bound disposal of registration applications, action on the notices of cancellation, revocation etc., and other such activities. The Concerned Officers to complete all such activities in time bound manner in Work from home mode and if required may visit the Office, as needed so as to ensure proper disposal within the given timeline.

But if the Court permits payment of fine as compensation to the complainant directly, it enables the accused to pay the entire fine as compensation directly to the complainant, as is the case with the sentence in C.C.785/2003, the Magistrate cannot insist that fine is to be paid in Court and it cannot be paid directly to the complainant and is to be paid to the complainant only after making necessary entries in Form No.20.

We are not inclined to entertain the petitions under Article 32 of the Constitution in the first instance before this Court. The petitioners have an alternate and efficacious remedy of moving the concerned High Courts under Article 226 of the Constitution.
