Notification No. 56 (RE-2005), dated March 30, 2006, issued by the Directorate General of Foreign Trade, amends the ITC(HS) Classifications of Export and Import Items, 2004–09. The notification classifies imports of worn clothing and other worn articles under Exim Code 63090000 as “Restricted,” subject to Import Licensing Note 1 in Chapter 63. The new Import Licensing Note permits units in Special Economic Zones (SEZs) to sell up to 15% of the CIF value of their previous year’s imports of worn clothing in the Domestic Tariff Area (DTA). This measure regulates the import and domestic distribution of such goods within specified limits.

S.O. (E) In exercise of powers conferred under section 5 of the Foreign Trade (Development and Regulation) Act, 1992 read with paragraph 2.1 of the Foreign Trade Policy, 2004-09, the Central Government hereby makes the following amendments in Schedule –1(Imports) of the ITC(HS) Classifications of Export and Import Items, 2004-09.
2. After amendment the following entry would read as under:-

3. A new Import Licencing Note be inserted at the end of Chapter 63
will be as under:
“(1)Units in the Special Economic zone will be allowed to sell worn clothing in the Domestic Tariff Area to the extent of 15% of the cif value of imports made in the previous year. .”
