The Minister of Housing and Urban Poverty Alleviation Kumari Selja has said that in order to promote planned and healthy real estate development of colonies and apartments with a view to protecting consumer interest and to facilitate smooth and speedy urban construction, the Ministry of Housing & Urban Poverty Alleviation in consultation with various stakeholders had prepared a draft Model Real Estate (Regulation of Development) Act 200___ and the same was put on the website of the Ministry ( http://mhupa.gov.in ).
Peeved that Indian corporate have to face tough norms in global government purchase orders totalling an estimated $3 trillion, the Commerce Ministry has suggested that the industry too should root for similar norms back home. “I (India) have given my market to everbody in the globe, …(but) I do not get access in their (Western) government purchase, what do I do?” Additional Secretary in Commerce Ministry D K Mittal said at a Ficci function here.
The finance ministry has asked market regulator Sebi and insurance watchdog IRDA to deposit their surplus funds with the government, a move that may be resisted by these bodies citing regulatory autonomy. The directive follows repeated suggestions by the Comptroller and Auditor General (CAG) of India, the government’s statutory auditor, which says this will improve the regulators’ accountability to the exchequer.
The Government has assigned duties to senior officers presently working in Delhi in various Ministries/Departments in relation to the Commonwealth Games. These Officers would be deputed on part-time basis to oversee the preparations at the major Commonwealth Games venues, to solve coordination problems and bring to the notice of Secretary, Department of Sports and Cabinet Secretary for any intervention that may be required.
Regulation of Tariff has been mandated to Telecom Regulatory Authority of India (TRAI) vide the TRAI Act of 1997. As per the extant TRAI guidelines, there is no bar on offering tariff plans such as Zero Rental Plans provided that there are no fixed monthly charges applicable in such plans.

A proposed legislation to protect whistleblowers and provide for severe punishment to those exposing the identity of people disclosing information was approved by the Government today. The Public Interest Disclosure and Protection to Persons Making the Disclosure Bill, 2010 provides the Central Vigilance Commission powers of a civil court to hand down harsh penalty to people revealing the identity of whistleblowers, official sources said.
Private sector banks could be allowed to handle provident fund and pension payments of government employees, giving them access to large amount of low-cost funds. The proposal is in response to a demand by the public sector banks for an increase in the commission fee for handling such accounts, which the official documents say could receive nearly `43,000 crore from the government on account of pension payments only.
The purpose of these rules is to introduce clarity and certainty in the matter of levy and collection of Service Tax particularly in situations of change of rate of service tax or imposition of service tax on new services. At present there is lack of clarity as to the date from which the changed rate or a new levy of service tax become payable and tax payers as well as tax officials face uncertainty in this regard as the provisions are not explicit.
