In exercise of powers conferred under paragraph 2.4 of the Export and Import Policy, 2002-07 and paragraph 1.1 of Handbook (Vol.1), the Director General of Foreign Trade hereby makes the following amendments/ corrections in the book titled “Schedule of DEPB RateSr.
In exercise of the powers conferred under Para 2.4 of the Export and Import Policy, 2002-2007, the Director General of Foreign Trade has decided to make following amendments in conditions for export of onions released as mentioned below.
Export of finished good directly from the job worker’s premises may be permitted provided the job worker’s premises is registered with the Central Excise authorities. However, export of such products from the job worker’s premises shall not be allowed through third parties as provided under paragraph 6.10 of the Policy.
In exercise of the powers conferred under Paragraph 2.4 of the Export and Import Policy 2002-2007, as amended, the Director General of Foreign Trade hereby makes the following amendments/modifications and additions in the Handbook of Procedures, Vol.2, 2002-2007, as amended.
NAFED and other State Trading Enterprises are permitted to export onions under quota released and notified by Director General of Foreign Trade from time to time. The designated STEs can also issue NOCs to their Associate shippers. The STEs are presently allowed to levy service charges for issue of NOC etc. @ 3.5% of the invoiced value of export of onions. This charge shall stand reduced to a maximum of 2% for issue of any fresh NOC to Associate shippers with immediate effect and to a maximum of 1% w.e.f. 1.4.2003.
The facility of Advance Licence for Intermediate Supplies would be granted against invalidation of Advance licences for physical exports issued before 01.04.2002 even in case where the intermediate supplier has supplied or intends to supply the material subsequent to the fulfilment of the export obligation by the ultimate exporter holding the Advance Licence as per the provisions of para 4.13 of the Handbook of Procedures (Vol 1). This issues with approval of Director General of Foreign Trade.
Indian Rupee Value of the special currency Basket for the purposes of deferred payments contracts entered into under the Deferred payments protocol dated the 30th April, 1981 for the period l.l.81 to 31.12.85 and the Deferred payments protocol dated 23rd December, 1985 for the period l.l.1986 to 31.12.90 between the Government of India and the USSR relating to the deliveries of machinery and equipment from the USSR to India on deferred payment terms.
As regards to Special Certification requirement for special preferential sugar under European Commission Regulation No. 2782/76, the export of white sugar under the above Policy Circular shall be subject to the following endorsement.
In exercise of powers conferred under paragraph 2.4 of the Export and Import Policy, 2002-2007, the Director General of Foreign Trade hereby announces extension of All Industry Rate of duty drawback of Rs. 850/- per M.T. for furnace oil supplied by domestic oil companies to EOU/EPZs under deemed export scheme as notified under Notification No.33 dated 12.10.2001, beyond 31-3-2002 until further orders.
In cases where import of fuel has been sought for the grant of Advance Licence (excluding applications for adhoc norms and those under para 4.7 of Handbook ) , the applicant would be required to submit the following additional documents.
