PRESS RELEASE

The Income Tax Department had initiated a business intelligence project in February, 2013 to identify PAN holders who have not filed Income Tax Return and about whom specific information is available in Annual Information Return (AIR), Central Information Branch (CIB) data and TDS/TCS Returns. In the first round of data matching, 12.19 lakh non-filers were identified. Letters have been sent in these cases by the Compliance Management Cell and Assessing officers seeking the response of the taxpayer. The results of this initiative is very encouraging and 5,36,220 returns have been received from the target segment. Self assessment tax of Rs.1017.87 Cr. and advance tax of Rs. 898.22 Cr. has also been paid by the target segment.

The Income Tax Department has now conducted the second round of data matching which has identified additional 21.75 lakh potential non-filers. The Department has sent letters to the 50,000 potential non filers in the first batch. The information relating to the 21.75 lakh new non filers has been made available on the ‘Compliance Module’ on the e-filing portal of the Income Tax Department. The information will be shown only to the specific PAN holder when the PAN holder logs into e-filing portal at https://incometaxindiaefiling.gov.in. The PAN holder will be able to submit the response electronically and keep a printout of the submitted response for record purposes.

While the Government urges all tax payers to disclose their true income and pay appropriate taxes, the Tax Department would continue to pursue the non filers vigorously till all the high potential non filers are covered.

The information will be shown only to the specific PAN holder when the PAN holder logs into e-filing portal at https://incometaxindiaefiling.gov.in. The PAN holder will be able to submit the response electronically and keep a print-out of the submitted response for record purposes.

    Vijay amalraj Sir,

    In our place, we don’t have single Tax Return Preparer. We have only
    Reg. Income-Tax Practitioners, Tax Advocates & few active CA’s who are
    all crossed 50 years of age. Active CAs does not have empty slots to
    sign TAR & others do not sign job done by Non-CA Tax Professionals.

    But ITRP SCHEME encourage by government may resolve this non filling huge sectors, apart from 44AB sector.

    Hon’ble Dr.B.K.Sinha Sir,

    Section 44AB Mandatory CA Certificate inserted in Income-Tax Act in 1984 (In the regime of Hon’ble Pranab Dada). Since then CA Certificates started entering Income-Tax Act & other Central & State Govt. taxation laws. Hence, new Non-CA Tax Professionals are not entering tax profession. As per the latest Tax Audit Data provided by Directorate of Income-Tax (Systems) there are only 65,570 Practcing CAs through out India. In another 10 years, Non-CA Tax Professionals who entered the tax profession in 1980’s will all elimnate from tax practice & Govt. has to relay on only CAs for seeking compliance under all Indian Central & State Govt. taxation laws. In this situation, how come CBDT can seek voluntary compliance from assessees, even though non-filers are indentified by the Income-Tax Deptt. Sir ?

      I FULLY ENDORSE YOUR VIEW SIR. BY INVOLVING MORE NUMBER OF TAX PROFESSIONALS AWARENESS OF TAX COMPLIANCE WILL IMPROVE AND THEY ASSIST IN THEIR COMPUTATION AND FILING OF TAX RETURNS. CERTAINLY ANY ASSESSEE NOT AWARE OF THE TAX LAW WILL HESITATE TO DISCLOSE THE DETAILS, BUT HIMSELF INDULGE IN HIDE AND SEEK PRACTICES. SO THE REMIDY WILL BE ONLY MAKING MORE TAX PROFESSIONALS TO ASSIST THE TAX PAYERS.
