CONFIDENT THAT THE FIELD DOES NOT WANT CBDT TO FAIL?
Progress of issue of refunds is far below expectations. All officers are once again advised to necessarily issue all pending refunds of AYs 09-10&10-11 by March 28 2011. This is going to be one of the significant criterions in judging the performance of the CCITs & CITsduring the FY 10-11.

I have not received my refund for A.Y 2009-10 and 2010-11. I am hoping that CBDT chirman means business.
Can they devise a simple procedure to contact the refund contactor if refund is not received.
In my opinion outsourcing to SBI for processing of refunds delaying refunds for the reasons is carelessness by staff in punching the wrong bank account numbers of assessee on the refund cheques issued by the outsourced bank apart from other mistakes committed again by franchisee centres of NSDL who fails to mention the PAN while filing the eTDS returns. The person handling these jobs needs to have commerce background to be competant in numbers while most of the staff now a days have either BA qualification without math or BCA candidates from rural back ground with poor math. Stipulations needs to be imposed while employing staff at call centres by department on such outsourcing. Corruption has crept into outsourcing of work of IT department.
