The Chairman,
GST Council,
NEW DELHI.

Date : 17.04.2020

Respected Madam,

The unprecedented damage done by the Covid 19 pandemic world over has left the already suffering Indian Economy in a grave situation. Providing much needed relief to the stake holders, you have taken a bold step in giving relaxation in due dates, Penalty, Interest and form submission in GST.

As per assessment of GoI and declaration dated 02.05.2020, we are now but to enter in 3rd Lockdown from 4th May till 17th May 2020.

Madam, you have provided relief for additional 15 days from Interest after the due date of 20th April, considering the original period of Lock down which was to end on 14th April 2020.,as per Notification 31/2020 (Central GST) dated 03 April 2020.

However, the situation now stands changed as lockdown has been extended for 2 more terms. All business operations are at halt. Taxpayer / Tax consultant are unable to access books of accounts. Thus, they are unable to prepare accounts and file GSTR3B for March2020.

We will also like to highlight that Madhya Pradesh has 9 districts under red zone and in particular Indore district is such that, The District Collector has declared “NO ACTIVITY” in the district.

Looking at present situation, we do not expect situation to get normal till May 2020 end. Taxpayer and Tax consultant need minimum 15 -20 days to prepare books of accounts, arrange payment and file GST Returns for March 2020.

We, therefore, request your honor to please extend the dates for returns of MARCH 2020 GSTR – 3B till 30th June 2020. No penalty or interest should be levied to any class of taxpayer till 30th June 2020.Similar extensions should also be allowed on returns for subsequent months.

We trust our request will be found to merit sanction and look forward to your immediate action.

Thanking you,

Very truly yours,
For Ahilya Chamber of Commerce and Industry
Sushil Sureka
General Secretary
