The Government of India, through the Ministry of Commerce and Industry’s Department of Commerce and the Directorate General of Foreign Trade (DGFT), has issued Public Notice No. 46/2023-DGFT on March 6th, 2024. This notice pertains to amendments in the Implementation of Yellow Peas Import Monitoring System.

Detailed Analysis

The amendments outlined in Public Notice No. 46/2023-DGFT primarily focus on the procedures for the registration of import consignments under the Yellow Peas Import Monitoring System (YP-IMS) for imports arriving at Indian ports after March 31, 2024. Notable changes include:

1. Extension of the timeframe for YP-IMS registration: Instead of the previous requirement of registering five days before the expected arrival date of the import consignment, importers must now undertake YP-IMS registration within seven days from the date of Bill of Lading or seven days from the date of the public notice, whichever is later.

2. Inclusion of Bill of Lading details: Importers are now required to declare Bill of Lading (Shipped on Board) details in the YP-IMS registration. Additionally, multiple Bills of Lading details can be specified under a single registration.

3. Mandatory upload of Bills of Lading: All copies of Bills of Lading (Shipped on Board) must be uploaded during the registration process, with the option for importers to mask the exporter details on these copies.

Conclusion

The amendments introduced through Public Notice No. 46/2023-DGFT aim to streamline and enhance the monitoring of Yellow Peas imports into India. By extending the registration timeframe and introducing additional requirements such as declaring Bill of Lading details, the Directorate General of Foreign Trade seeks to ensure greater transparency and compliance within the import process. Importers and relevant stakeholders are advised to adhere to these revised procedures to avoid any disruptions or non-compliance issues in their import activities.
