Circular No. 19/2023-Customs issued by the Government of India, Ministry of Finance, highlights the expansion of the automatic Let Export Order (LEO) facility in the Express Cargo Clearance System (ECCS). The circular aims to enhance ease of doing business by introducing new provisions for Customs Shipping Bills (CSB).

Through Circular 19/2023-Customs, the auto LEO facility is now extended to CSBs marked for ‘assessment only’, subject to X-ray clearance and no mandated examination. This measure is taken based on stakeholders’ inputs and is a step towards improving ease of doing business in Customs clearance processes.

The Systems Directorate will provide an advisory to guide the implementation of this decision, and field formations are requested to issue suitable Public Notice and Standing Order for stakeholders’ and officers’ guidance.

Subject: Expansion of automatic LEO facility in ECCS -reg.

The undersigned is directed to draw attention to Circular 41/2020-Customs through which the facility of Automatic Let Export Order (auto LEO) was enabled in Express Cargo Clearance System (ECCS) for those Courier Shipping Bills (CSB) which were not interdicted by the risk management system (RMS) and were then cleared in the Customs X-ray scanning process.

2.Based on inputs from the stakeholders, measures for further enhancing ease of doing business wereexamined in the Board. One such area identified is for expanding the auto LEO facility.

3.It has been decided that the auto LEO facility shall also be allowed upon X-ray clearance to CSB marked for ‘assessment only’, provided that the CSB has been cleared under assessment and examination has not been mandated. The Systems Directorate has confirmed the enabling of appropriate technical changes in the ECCS export workflow.

4.The DG Systems shall issue an Advisory guiding the implementation of above decision. The field formations are requested to issue suitable Public Notice and Standing Order, for guidance of the stakeholders and officers.

5.Difficulty, if any, may be brought to the notice of the Board.
