The Pension Fund Regulatory and Development Authority (PFRDA), through Circular No. PFRDA/2025/08/SUP-CG-SG/02 dated 14th September 2025, has allowed Central Government employees who joined service between 1st April 2025 and 31st August 2025 to exercise a one-time option to switch from the National Pension System (NPS) to the Unified Pension Scheme (UPS). The UPS was earlier notified by the Central Government on 24th January 2025, followed by operational regulations issued on 19th March 2025 and implementation rules under CCS notified on 2nd September 2025. Eligible employees who initially opted for NPS can migrate to UPS by exercising this option on or before 30th September 2025, aligning with the extended deadline already granted for other eligible categories. The circular, issued under Section 14 of the PFRDA Act, 2013, takes effect immediately.

Subject: One-time option for Central Government employees who joined services on or after 01.04.2025 and up to 31.08.2025 to opt for Unified Pension Scheme (UPS) – reg.

Unified Pension Scheme (UPS) has been notified by Central Government vide notification F. No. FX-1/ 3/ 2024-PR, dated 24.01.2025 issued by Dept. of Financial Services, Ministry of Finance. PFRDA (Operationalization of the Unified Pension Scheme under NPS) Regulations, 2025 has also been notified on 19.03.2025. Further, Central Civil Services (Implementation of Unified Pension Scheme under National Pension System) Rules, 2025 have been notified by DoPPW on 02.09.2025.

2. In light of the recent clarifications and developments in the scheme, it has been decided by the Central Government to allow a one-time option to Central Government employees who joined services on or after 01.04.2025 and up to 31.08.2025, and who have opted for NPS, to migrate to Unified Pension Scheme.

3. This option may be exercised up to 30th September, 2025, in alignment with the extended cut-off date already notified for other categories of eligible persons.

4. This circular is issued in exercise of the powers conferred under Section 14 of the Pension Fund Regulatory and Development Authority Act, 2013 and shall be effective immediately.
