Attention is invited to Ministry of Commerce (Import Trade Control) Public Notice No. 74-ITC(PN)/85-88 dated the 21st February, 1986 on the subject mentioned above. It is hereby informed that in pursuance of the relevant provisions contained in the Indo-USSR deferred payments protocol dated the 30th April, 1981 and 23rd December, 1985 between the Government of India and the erstwhile USSR, the Reserve Bank of India have further revised the Indian Rupee Value of the Special Currency Basket in the manner indicated below.
Whereas the European Commission (EC) has instructed its member countries to introduce checking operations with regard to import of fresh fruits and vegetables at their respective points of entry and, whereas the European Commission shall allow in the normal course the entry of such commodities if the checks have been carried out in the exporting country and, all relevant information is provided to them in this regard, and whereas APEDA has moved the Commission to facilitate putting in place a system of pre-export inspection and certification in India, so that Indian exports on arrival at destination are not denied entry.

The following sentence is added in the “Certificate of Chartered Accountant/ Cost and Works Accountant/ Company Secretary” at S.No (ix) of Appendix 17 pertaining to the “Application for Grant of Export House, Trading House, Star Trading House, Super Star Trading House” and S.No (viii) of Appendix 17 A pertaining to “Application for Grant of Export House, Trading House, Star Trading House, Super Star Trading House for Service Providers” as under.
In exercise of powers conferred by Section 5 of the Foreign Trade (Development and Regulation) Act, 1992 (No. 22 of 1992) read with paragraph 1.1 of the Export and Import Policy, 2002-07, the Central Government hereby amends/ corrects the Export and Import Policy, 2002-07 as under.
The matter has been considered in consultation with Plantation Division of the Department of Commerce and the DES Division in this office and accordingly, it is clarified that the Policy restricts only duty free imports. DEPB is only a mode of payment of duty instead of payment in cash. Since Natural rubber is otherwise freely importable on payment of prescribed duty, Policy Circular 28 dated 4.3.2002 and earlier ALC Circulars does not prevent payment of Custom duty for import of natural rubber.
If there is any non.resident interest in the firm/company and non resident investment is to be made with repatriation benefits, full particulars thereof with photo copy of RBI approval must be submitted. Investment without repatriation benefits, a simple declaration indicating whether it is held with the general/ specific permission of RBI on the letter head of the firm should be furnished. In case of specific approval, a copy may also be furnished. Indian Companies issuing shares to foreign nationals/ NRIs under automatic route,100% scheme or 24/40% schemes are not required to obtain prior approval of RBI.
Representations/requests seeking clarification on “No Sale Period” have been received from the importers – who have made imports of vehicles in terms of the above mentioned Public Notice and executed the requisite Bonds with concerned Regional Licensing Authorities.
