Notification No. 10/2002-2007, dated 12th July 2002, issued by the Ministry of Commerce & Industry, amends the ITC(HS) Classification of Export and Import Items for the period 2002-2007. The amendment adds a new import licensing note at the end of Chapter-86 of the ITC(HS) classification. It specifies that imports under ITC(HS) Code No. 86090000, which previously pertained to marine containers, now include “second-hand marine containers.” Furthermore, imports of such containers are exempt from licensing requirements and are allowed freely. This change aims to streamline the import process for second-hand marine containers, enhancing the ease of trade and supporting the logistics sector. The amendment is issued under the powers conferred by the Foreign Trade (Development and Regulation) Act, 1992, and is made in public interest.

S.O (E) – In exercise of powers conferred under section 5 of the Foreign Trade (Development and Regulation) Act, 1992 read with paragraph 2.1 of the Export and Import Policy, 2002-2007, the Central Government hereby makes the following amendments in the ITC(HS) Classifications of Export and Import Items , 2002-2007 published on 31st March, 2002 as amended from time to time, namely- at the end of Chapter-86 of the said ITC(HS) Classification of Export & Import items, 2002-2007, a new import licensing note shall be inserted as follows:-
“Import licensing notes:
(1) The Exim entry under ITC(HS) Code No. 86090000 in this Chapter shall also include “second hand marine containers” and imports thereof shall be free.
This issues in public interest.
