The new system of import from registered sources will come into effect from 1st April, 2006. However, in cases where Bill of Lading is dated 1st November, 2006 or before, imports will be allowed on the basis of Pre-Shipment Inspection regime in terms of Para 2.32 of the Handbook of Procedures (Vol.1), notified vide Public Notice No. 1 dated 8th April, 2005 and as amended from time to time, till the new system of import from registered sources comes into effect.
In exercise of the powers conferred by Section 5 of the Foreign Trade (Development & Regulation) Act, 1992 (No.22 of 1992) read with Para 1.3 and Para 2.1 of the Foreign Trade Policy, 2004-2009 , the Central Government hereby makes the amendments in para 3 of Notification No 15 dated 27th June 2006 , to include the following sentence, at the end of the said para.
The above amendment shall remain in force till the end of the current financial year (i.e. 31.3.2007). Further the transitional arrangements notified under para 1.5 of the Foreign Trade Policy ,2006 shall not be applicable for export of sugar against irrevocable Letters of Credit opened on or after 22.6.2006 as the decision of the Government prohibiting the export of sugar was announced and got widely publicised on 22.6.2006 in the electronic and print media.
The matter was re-examined and it has been decided that in all such cases where the Settlement Commission has given a decision prior to 1.4.2005, the same should also be dealt by the Regional Authorities concerned at par with the cases relating to the period on or after 1.4.2005.

In exercise of powers conferred by Section 5 of the Foreign Trade (Development and Regulation) Act, 1992 read with paragraph 2.1 of the Foreign Trade Policy – 2004-09, the Central Government hereby amends Schedule-I (Imports) to the ITC (HS) Classification of Export and Import Items, 2004-09.
Representations have been received in this office regarding non–implementation of the validity period as provided in the above Para 3.12.3 of HBP Vol I. In this regard, it is directed that Export Promotion Councils including Commodity Boards functioning as Export Promotion Councils shall implement the provision of Para 3.12.3 of HBP, which provides 5-year validity of RCMC.
