Attention is invited to Public Notice Nos. 151 dated 26th February, 2009, 160 dated 6.3.2009, wherein the original Export Obligation Period (EOP) under the Advance Authorisation Scheme was increased to 36 months from the earlier original EOP of 24 months. Further, it was clarified vide Policy Circular No. 80 dated 13.4.09 that the said facility had been extended for all Advance Authorisations which are within 36 months from the date of issuance of the authorisation, as on 26-2-2009 or thereafter.
Accordingly, the certifications/inspection reports/test reports from Indian bodies duly accredited by NABCB under the Quality Council of India and the NABL under the Department of Science and Technology, relating to compliance to standards applicable in Ecuador shall be accepted by the authorities in that country.
If a standalone EOU / EPZ unit wishes to debond from EOU to EPCG Scheme, there shall be no export obligation for maintenance of average and the unit shall be required to maintain only additional export obligation equivalent to six/eight times of the depreciated value.

In exercise of powers conferred under Paragraph 2.4 of the Foreign Trade Policy 2004-2009, the Director General of Foreign Trade hereby makes the amendments in Appendix-5 (List of Inspection and Certification Agencies) of the Handbook of Procedures.
The matter has been examined. Accordingly, to address the grievance of importers, arising out of this confusion, it is clarified that the import clearance without a licence may be allowed for the item, Hot Rolled Products not in Coils covered under ITC(HS) Code 7208, which have been imported during the period 21.11.2008 (date of issue of Notification No.63) to 18.2.2009 (date of issue of clarification).
To ensure that no unwanted material is imported under the garb of waste paper during this interim period (till the consignments are received along with pre-shipment inspection certificate), Customs would carry out a higher percentage physical examination of imported cargo, than normally prescribed by them under the rules.
In exercise of powers conferred by Section 5 of the Foreign Trade (Development and Regulation) Act, 1992 read with paragraph 2.1 of the Foreign Trade Policy – 2004-09, the Central Government hereby amends Schedule – I (Imports) of the ITC (HS) Classifications of Export and Import Items, 2004-09.
The Department of Food & Public Distribution, Ministry of Consumer Affairs, Food & Public Distribution, have intimated that the Central Government w.e.f. 1.1.2001 had been regulating the export of sugar through export release order mechanism issued by the Directorate of Sugar. In view of the excess production of sugar in 2006-07 and 2007-08 sugar seasons and also to facilitate expeditious export of sugar. The requirement of obtaining release orders from the Directorate of Sugar for export of sugar was dispersed with vide Notification No. S.O.4310-(E) dated 31.7.2007 upto 30.09.2008 which was subsequently extended vide Notification No. S.O 2709 (E) dated 21.11.2008 upto 31.12.2008 or till further orders in respect of exports under OGL and till further orders in cases of exports under advance authorization schemes.
In exercise of the powers conferred by section 13 of the Foreign Trade (Development and Regulation) Act, 1992 (22 of 1992) and in supersession of Notification S.O.24(E) dated 20th January 1999 as amended vide Notification S.O. 194(E) dated 6th March 2000 and Notification S.O.1534 (E) dated 14th September 2006, except as respects things done or omitted to be done before such supersession, the Central Government hereby authorizes the officers specified in column 2 of the table below for the purposes of exercising powers under Section 13 read with Section 11.
