In exercise of powers conferred under paragraph 2.4 of the Foreign Trade Policy, 2009-2014, the Director General of Foreign Trade hereby makes the following amendment in Appendix-5 (List of Inspection and Certification Agencies) of Handbook of Procedures Vol. I (Appendices and Aayaat Niryaat Forms) 2009-2014.
Issue of import authorisation by RAs of DGFT would commence from 20th September 2013 & end on 25th September 2013. In case any applicant/firm is found to have submitted false or erroneous information or have made any mis-declaration / misrepresentation, such applicant / firm, (a) shall forfeit the allocation made in this Trade Notice, (b) shall be debarred from allocation of Rough Marble and Travertine Blocks in future and (c) shall be liable for penal action under the provisions of Foreign Trade (D&R) Act, 1992, as amended.
Export of all varieties of onions as described above will be subject to a Minimum Export Price (MEP) of USD 900 per MT.
It has been brought to the notice of this Directorate that some importers/exporters are effecting imports/exports by using IECs issued to others which is a complete violation of provisions of Foreign Trade Policy.
The exporters/importers can import/get their 20% gold consignment (under customs bond) released without waiting for the realization, if the other two requirements of para 4A.8(a) are satisfied.
Chapter 71 of ITC(HS) 2012 Schedule 1 stipulates that import of gold is ‘subject to RBI regulations’. The Reserve Bank of India has issued certain guidelines including A.P. (DIR Series) Circular No.25 dated August 14, 2013 on the operational aspect of the scheme of import of gold. Para 2(f) of the circular No.25 states.
Now, in addition to sea ports/ICDs indicated in para 2 above, export of finished leather, Wet Blue and EI Tanned Leather would also be permitted through Air Ports. Customs may draw samples, wherever so required, for certification by CLRI or such other labs as notified from time to time, as per finished leather norms.
In pursuance of the powers conferred by sub-section (1) of section 8 of the Foreign Trade (Development and Regulation) Act, 1992 (22 of 1992), the Director General of Foreign Trade hereby authorises the Officers specified in column (2) of the Table below to exercise the powers specified.

With regard to calculation of indigenous sales turnover, it is clarified that the turnover will include the net sales after deducting the sales returns from the gross sales. It is also clarified that the turnover of the applicant only shall be taken into consideration and the turnover of group concerns/ sister concerns/ subsidiaries etc. shall not be counted for calculating the turnover.
