In exercise of the powers conferred by Section 5 of the Foreign Trade (Development & Regulation) Act, 1992 (No.22 of 1992) read with Para 1.3 of the Foreign Trade Policy, 2009-2014 (as amended from time to time), the Central Government, with immediate effect, hereby inserts a new entry at Sl. No. 31 A in Chapter 3 of Schedule 2 of ITC(HS) Classification of Export & Import Items, as under.

DGFT has started operationalising online filing of Importer Exporter Code (IEC) applications, online processing and issue of e-IECs in digital format. Now new entrepreneurs/exporters/importers can apply online for issue of new IEC from the comfort of their home/IT Kiosk with no more visits to the Regional Authority’s office required, and upload the documents and pay the required fee through Net banking.
In continuation of the guidelines for processing online IEC applications, issued vide Policy Circular No. 15 dated the 31st December 2014, following further instructions and check list are laid down for processing of the IEC applications:
The Project marks a major step in ensuring TDS compliance through the processing of TDS returns and comprehensive data processing of TDS statements using technology driven end-to-end processes. At present 15 Lakh deductors and 2.5 crore tax payers are using various e-enabled online services through the CPC (TDS).
Now, vide public notice no. 83, dated 30th Jan’15, it has been notified that the e-application for IEC shall be mandatory from 1st Feb’15. However, at the same time, DGFT has notified following banks with whom net banking facility needs to be accessed for online application of IEC: PUBLIC NOTICE NO. 83 (RE)2013/2009-14.

Recently, in case of YUM RESTAURANTS (I) PVT.LTD AND Anr. v. Union of India & Ors, Hon’ble Delhi High Court pronounced that there is no provision in the Foreign Trade Policy which debars an Indian subsidiary of a foreign holding company from availing the benefit of Serve From India Scheme(SFIS).
All Regional Offices are requested to re-fix the annual average export obligation for EPCG Authorizations for the year 2013-14 accordingly. Reduction, if any, in the EO should be appropriately endorsed in the licence file of the office of RA as also in the Amendment Sheet to be issued to the EPCG Authorisation holder.
