The 28th meeting of the GST Council was held on 21st July, 2018. Several important and consumer friendly decisions have been taken in the meeting. The time and cost involved in tax compliance has also been dramatically reduced by enabling businesses with an annual turnover of up to Rs. 5 Crore to file quarterly returns, in lieu of monthly returns, along with the simplification of the return format itself. I urge you all to become familiarized with the changes in law and procedures so as to act as facilitators in furthering the Government’s resolve to enhance Ease of doing Business.

I am sure that the all efforts are being undertaken to expeditiously clear pending GST refund applications during the Third refund fortnight, ending 31St July, 2018. All officers and staff are urged to ensure success of this important facilitation measure, especially the MSME and Exports sector.

You will be happy to know that the much needed CBIC Residential Project at Dwarka, New Delhi has been approved by the Hon’ble Finance Minister. The project includes 256 flats of type IV/V/VI in multiple buildings of Ground plus 21 floors with community centre, transit hostel, adequate parking and sports facilities on 4.4 acres of land. The project timelines are tight and the complex should be ready by 2021! My heartiest Congratulations to DG HRD and CC, CGST Delhi, and their team for accomplishing this task a major milestone in furthering staff welfare.

Yet another initiative in the CBIC’s Human Resource Management has taken off! An Online System of Tracking of scheduled timelines with respect to various DPCs to be held by the Cadre Control Authorities under CBIC has been started. Detailed letter in this regard has been issued by DGHRD vide F.NO. 8/B/64/HRD (HRM-II)/2017 dated 19th July, 2018. I urge all the CCA’s to strictly adhere to the timelines fixed by the DoPT and ensure timely DPCs of our Group B & C officers/staff.

On 20th July, 2018, Member (L&J) inaugurated the Drive-through Container Scanner (Road) and Mobile Scanner facilities at the Mundra Port. This Drive-through Scanner is the first of the three such Scanners procured by our department. Mundra is the second largest Port in the country in terms of container traffic and the installation of such advanced Container Scanners here will significantly enhance trade facilitation by high speed and accurate scanning of the containerised cargo. Thereby, the need for physical examination will be greatly reduced, leading to faster evacuation of cargo.

As you are aware, proposals for utilization of funds under 1% incremental revenue scheme for the FY 2018-19 were invited by the Directorate of Logistics. However only a few Zones /Directorates have submitted their self-contained proposals. Member (Customs) vide his DO F. No. 712/1/1% scheme/2018/Pt.II dated 25.07.2018 has requested all zones and directorates to submit well considered proposals latest by 14th August, 2018. I am confident that all the CCs/DGs shall keep the timeline.
